1. CALL TO ORDER/ROLL CALL:
The meeting was called to order at 6:00 pm by Chair Antonio.
Roll Call by D. Mellon-Lacey:
District 1 - Vacant
District 2 - Kean Umeda, Present - in person – via Zoom
District 3 – Rhon Leomana Turalde, Present – in person (Hilo)
District 4 – Brian Ley – Present, in-person (Hilo)
District 5 - Abraham Antonio, Present - in person (Hilo)
District 6 - Vacant
District 7 - Vacant
District 8 – Cortney Okumura – via Zoom
District 9 - George Donev, Present- via Zoom
A quorum was established with six in attendance. Need at least five.
STAFF: Diana Mellon-Lacey, Deputy Corporation Counsel (Zoom)
Pomai Bartolome, Executive Assistant to Mayor Roth (in-person, Hilo)
Barbara Kossow, GMAC secretary, excused.
Chair Antonio reminded commissioners who are on Zoom to be visible on the screen and to
make known if anyone else is in the room while voting on an issue.
2. APPROVAL OF MINUTES: March 15, 2022, and April 19, 2022.
Action: Motion made by L. Turalde to approve the March 15, 2022, and the April 19, 2022
Seconded by B. Ley. Motion carried unanimously.
3. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS:
Chair Abraham Antonio, welcomes anyone that may want to say something regarding an
agenda item may do so anytime throughout the meeting.
4. PRESENTATION:
a. DOFAW West Hawai’i Wildlife Biologist Kanalu Sproat gave a report on the recent sheep
eradication efforts on Mauna Kea.

b. John Terry, the State GMAC Oahu commissioner gave a presentation on private land
access.
c. Robert Duerr, Senior Active Outdoor Writers of America Association and writer for Hawai’i
Fishing News gave a “Wailoa Small Boat Harbor” presentation, and discussed shoreline
fishing concerns related to drone fishing.
5. OLD BUSINESS
a. Waipiʻo Valley access closure discussion and ideas were shared for a GMAC draft advisory
letter to Mayor Roth.
b. Volcano Transfer Station Forest Reserve access discussion for a draft letter requesting
Mayor Roth’s assistance.
c. Commissioner discussion on palila/sheep draft letter update.
6. NEW BUSINESS:
a. Discussion on a plan of action regarding the Laupahoehoe boat ramp closure.
A suggestion was made to invite the Parks and Recreation Director to a GMAC meeting.
b. GMAC approval of a letter requesting the Governor to sign HB 1872. No action was
made. We were informed by Steve Bader, that he would speak to the mayor and that
he would probably send a letter to the governor. In addition, everyone at the meeting
was encouraged to contact the Governor to sign HB 1872 into law.

“Hunter, Fishing Day Expo”, September 24, 2022” – working on securing a site,
funding, vendors, and program.

Action: B. Ley moved to adjourn. Seconded by L. Turalde. Motion passed unanimously.
