<br />LEEWARD PLANNING COMMISSION <br />COUNTY OF HAWAIÒI <br />HEARING TRANSCRIPT <br />FEBRUARY 26, 2010 <br /> <br />PARKER SCHOOL (USE 05-001) <br />A regularly advertised hearing on the application of was <br />called to order at 9:47 a.m. in the Hpuna Beach Prince Hotel, Hau/Lehua Room, 62-100 <br />Kaunaoa Drive, Kohala Coast, HawaiÒi, with Chairman Frederic Housel presiding. <br /> <br />COMMISSIONERS PRESENT: Frederic Housel, Brandi Beaudet, Lani Bowman, Geraldine <br />Giffin, Wayne Iokepa, Richard Nelson and Rodney Watanabe <br />STAFF PRESENT: Brandon Gonzalez (Deputy Corporation Counsel), Margaret Masunaga <br />(Deputy Planning Director), Norman Hayashi (Planning Program Manager), Phyllis Fujimoto <br />(Staff Planner), Jeff Darrow (Staff Planner) and Maija Cottle (Staff Planner). <br /> <br />DEPARTMENT OF PUBLIC WORKS: Ron Thiel (Traffic Division) and Ki Emler <br />(Engineering Division) <br /> <br />And approximately 65 people from the public in attendance. <br />APPLICANT: PARKER SCHOOL (USE 05-001) <br />Amendment to Use Permit No. 05-001 to allow the expansion of the Parker School complex to <br />14.32 acres situated within the Agricultural 1-acre (A-1a) and Single-Family Residential 7,500 <br />square feet (RS-7.5) zoned district. The amendment is to allow the expansion of the school <br />facilities which would include the construction of a new gymnasium, athletic fields, a new <br />middle school complex and educational use of an existing warehouse structure. The property is <br />located between KapiÒolani Road and Waikoloa Stream, Waimea, South Kohala, HawaiÒi, TMK: <br />6-5-4:25, 26, 28 and 63. <br />HOUSEL: WeÓll proceed here with our first agenda item, and that will be Parker <br />School. Before we start, Commissioner Giffin would like to make a statement regarding her <br />participation in this agenda item. <br /> <br />GIFFIN: Mr. Chairman, I would like to inform everyone here, as well as my fellow <br />Commissioners and you, Mr. Chairman, that I no longer serve on the Parker School Trust, and as <br />such I am able to make a knowledgeable decision that would be fair and impartial based on the <br />material presented to this Commission, and with the approval of our corporation counsel. So as <br />such, I will be voting on this agenda item today. Thank you. <br /> <br />HOUSEL: Thank you. By the way, I left one person out in the announcements.
