Dear Mr. Kem,
SUBJECT: Leeward Planning Commission's request to the Cultural Resources Commission
for consultation per CRC Rule 4-3(b) related to Hawaii Onel Investors-LLC's
request to amend Change of Zone Ordinance No.09-8 and Special Management
Area Use Permit No. 07-024 for development of a proposed 65-lot, single-family
residential subdivision. (PL-INT-2022-002432)

This is to acknowledge your letter sent to the Cultural Resources Commission (CRC) dated May 10,
2022, for the subject consultation requested by the Leeward Planning Commission (LPC) at their
April 21,2022,meeting. In your letter the LPC requested that the CRC, "be provided an opportunity
to review the proposed project to determine its impacts on the overall cultural landscape and
whether those impacts have been adequately minimized or mitigated. "
Furthermore,the LPC questioned if the level of consultation with lineal descendants in the planning
of the overall project was sufficient, whether lineal descendant access issues had been fully
considered by the State Historic Preservation Division (SHPD) and resolved in the Burial Treatment
Plan, and whether additional lineal descendant access and open space requirements should be
proposed to mitigate or minimize project impacts on the overall cultural landscape.
Your letter and review materials meet the submittal requirement of CRC Rule 4-3(b), Commission
review of proposed projects within the county of Hawaii. As such, a CRC meeting is being arranged
according to the provisions of Chapters 91 and 92 Hawaii Revised Statutes and Chapter 2,Article 44
of the Hawai'i County Code. This will allow the commission to hear testimony on the proposed
development and permit amendments;discuss and deliberate related review materials; and formulate
comments and/or recommendations. This meeting will be held on Wednesday, June 8, 2022. If a

quorum of commissioners is not attained,the subject matter and proceedings will be scheduled for
the hearing on July 13, 2022.
