<br />WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br />HEARING TRANSCRIPT <br />MARCH 3, 2011 <br />WILLIAM ELSTON AND DAWN <br />A regularly advertised hearing on the application of <br />TILMAN (SPP 10-112) <br />was called to order at 9:04 a.m. in the County of Hawai‘i, Aupuni <br />Center Conference Room, 101 Pauahi Street, Hilo, Hawai‘i, with Chairman Zendo Kern <br />presiding. <br />COMMISSIONERS PRESENT: Zendo Kern, Dean Au, Takashi Domingo, Wallace Ishibashi, <br />and Stephen Ono <br />STAFF PRESENT: Julie Mecklenburg (Deputy Corporation Counsel), BJ Leithead Todd <br />(Planning Director), Maija Cottle (Staff Planner), and Jeff Darrow (Staff Planner). <br />And no one from the public in attendance. <br />ABSENT AND EXCUSED: Rell Woodward <br />APPLICANT: WILLIAM ELSTON AND DAWN TILMAN (SPP 10-112) <br />Application for a Special Permit to allow the establishment of a five-bedroom bed and breakfast <br />operation within an existing dwelling situated on 4 acres of land within the State Land Use <br />th <br />Agricultural District. The property is located on the west (mauka) side of 36Avenue, between <br />Ilima Street and Aulii Street, approximately 1,000 feet north of the intersection of Ilima Street <br />th <br />and 36 Avenue, Orchidland Estates Subdivision, Kea‘au, Puna, Hawai‘i, TMK: 1-6-008:306 <br />and 307. <br />KERN: Item No. 1, Applicant William Elston and Dawn Tilman (SPP 10-112), application for a <br />Special Permit to allow the establishment of a five-bedroom bed and breakfast operation within <br />an existing dwelling in Orchidland Subdivision. With that, we’ll have the staff presentation. <br />Maija? <br />COTTLE: Thank you, Mr. Chairman. Good morning everyone. <br />COMMISSIONERS: Good morning. <br />COTTLE: The first application is located in the Puna district of the island; and the property is <br />located in the Orchidland Subdivision. You can see the property outlined in black. And it’s <br />th <br />located between Aulii Street and Ilima Street, and it’s just mauka of 36Avenue. You can see <br />the Keaau-Pahoa Road running in a north-south direction in the middle of the slide, and then <br />Orchildand Drive comes off of the top of the slide here. <br />The subject property is currently zoned Agricultural 1-acre, as well as all of the properties <br />around it. You can see that in the light green. The General Plan designation for the property is <br />Rural and,again, all of the properties surrounding it are the same. That’s shown in kind of the <br />brown color. This is an aerial photo of the area. You see the existing dwelling on the property. <br />And then the closest dwellings are located just to the north and to the south here. And there is <br />very heavy vegetation surrounding this house so it’s not easily visible fromeither of these two <br />houses. <br />1 <br />EXHIBIT A <br /> <br />
