RESOLUTION NO. 442 22
A RESOLUTION REQUESTING THE OFFICE OF HOUSING AND COMMUNITY
DEVELOPMENT TO CREATE A STRATEGIC ROADMAP FOR HOUSING AND
HOMELESSNESS THAT SETS FORTH PRIORITIES AND INTENTIONS FOR
UTILIZATION AND ACCOUNTABILITY OF PROGRAM APPROPRIATIONS FROM
RESIDENTIAL TIER TWO PROPERTY TAX REVENUES .
WHEREAS, to reduce inflow into homelessness and increase pathways into permanent
housing, further resources and an examination of potential public policy changes are necessary;
and
WHEREAS, with the passage of Ordinance 22-26, which will take effect on July 1,
2022, the Council recognized a need for additional investments and resources by appropriating a
portion of residential tier two property tax revenue towards addressing housing and
homelessness; and
WHEREAS, during the legislative deliberation process of approving Ordinance 22-26,
the Council emphasized transparency and accountability in the implementation of County-led
housing and homelessness initiatives utilizing the additional publicly-funded resources; and
WHEREAS, the challenges and complex nature of addressing housing and homelessness
call for a coordinated, integrated effort with collaboration across public and private entities; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
Office of Housing and Community Development create and submit to Council a Strategic
Roadmap for Housing and Homelessness that sets forth priorities and intentions for utilization
and accountability of program appropriations from residential tier two property tax revenues.
BE IT FURTHER RESOLVED that, to develop a vision and actionable steps towards
reducing homelessness in the County of Hawaii, the Strategic Roadmap for Housing and
Homelessness should include an analysis of data relevant to housing and homelessness in the
community, a gathering of input from a range of stakeholders, an evaluation of the current state
of homelessness, goals and outcome measures, funding priorities, strategies for leveraging
existing resources, and research-based best practices in addressing homelessness.
BE IT FURTHER RESOLVED that the Office of Housing and Community
Development transmit this Roadmap to the Council for referral to a September 2022 committee
meeting.
BE IT FURTHER RESOLVED that a progress report on goals and outcomes from the
Roadmap be provided to Council annually by the Office of Housing and Community
Development.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy ofthis
resolution to Honorable Mayor Mitchell D. Roth; Lee E. Lord, Managing Director; and Susan
Kunz, Housing Administrator.
