TESTIMONY TRANSCRIPT
JULY 7, 2022
Public testimony regarding the application of HILO SENIOR INVESTMENTS, LLC
(FORMERLY ISLAND HERITAGE VENTURES, LLC)(PL-REZ-2022-000021) was called
to order at 9:07 a.m. in the County of Hawaii Aupuni Center Conference Room, 101 Pauahi
Street, Hilo, Hawaii with Chair Dennis Lin presiding.
COMMISSIONERS IN ATTENDANCE: Dennis Lin, Gilbert Aguinaldo, Lauren Balog, John
C. Cross, Louis Daniele I11, and Wayne De Luz
ABSENT AND EXCUSED: Michelle Galimba
ALSO IN ATTENDANCE: Sinclair Salas-Ferguson Esq. (Counsel for the Commission), Jean
Campbell, Esq. (Counsel for the Planning Department), Zendo Kern (Planning Director),
Christian Kay (Planner), Clinton Mercado (Planner), Tracie-Lee Camero (Planner), Janice Hata
(Zoom Host), Maija Jackson (Planning Program Manager), and Melissa Dacayanan-Salvador
(Windward Planning Commission Secretary)
And 6 members from the public in attendance.
APPLICANT: HILO SENIOR INVESTMENTS, LLC (FORMERLY ISLAND
HERITAGE VENTURES, LLC) (PL-REZ-2022-000021)
Application for an amendment to Condition C (Time to Secure Final Subdivision Approval) of
Change of Zone Ordinance No. 17-24, which rezoned approximately 7.402 acres of land from
Single-Family Residential-10,000 Square Feet(RS-10) to Neighborhood Commercial-7,500
Square Feet(CN-7.5). The subject property is located on the southeast side of the intersection of
Kanoelehua Avenue (Highway 11) and East Kahaopea Street, Waiakea Homestead House Lots,
South Hilo, Hawaii, TMK: (3) 2-2-044:031, 032, 035 and 037.

LIN: At this time, we'll move on to testimony for agenda Item 42. In person I have
here Russell Doi. Please come forward and take any of the seats right here. Mr. Doi can you
please raise your right hand. Do you swear or affirm to tell the truth on this matter before the
Windward Planning Commission?

LIN: Before you start your testimony,please provide your name and the town you live in and
speak clearly into the microphone.

DOI: My name is, can hear? Working the—
LIN: I cannot hear from the, yeah.
DOI: No work this eh? Working?
LIN: We'll try again. Okay, Mr. Doi you will have three (3) minutes and at thirty (30) seconds.
Oh, you'll have a reminder at one minute and 30 seconds. Please start when you're ready.
DOI: I gotta tell my name and what is it?
LIN: And the town you live in.
DOI: My name is Russell Doi and I live in Hilo. I came this morning to testify about the
development on the, for the old folk's home. And I lived on land almost sixty (60) years already
and I still there. And I came last time, and I went to complain that they went throw plenty
material and still in a flood zone yet. And from the last time, they still never do nothing to
remove the material. From the last time I came till now somebody else in the back subdivision
went dump little bit material in the flood zone and the County went make them take out the
material. So, how can these people get material in the flood zone, plenty material and nobody
went do nothing. That's one of my main concerns and as was cause of politics. Because they
was tight with Billy and I guess they tight with Harry. So, nobody went do nothing.
Another thing too, is when they creating this new flood channel. They like um' end at Kahaopea
Street and they said that cannot do because where the water going from there. The water going
flow through into the Hawaiian Homes housing because going follow the road and um' they said
they no can put one culvert on the Kahaopea Street. But when you look at the situation even on
Kawailani Street when the water flow, the water go over a road because when they went design
the thing, the flood. The culvert is too small. So,now the road get covered and you no can pass
when get flood. And all that water come down into the river behind my house.
So, I think something wrong how they approving all these flood control thing and they gotta
really look at that. And one other thing too. I just was talking to Public Works. They went
dump the old hospital in the land and I asked them they never even had permit as far as they
know. So, they get one illegal dumping of thousands of yards of rubble on the land but that
cause of politics too. They went let them slide but, I'm not exactly sure but when I was at Public
Works they told me they never even have permit for that too. So, somebody gotta look at that.

HATA: Um' there currently are no new testifiers in the Zoom room.
