MEETING MINUTES
Wednesday, July 20, 2022
9:30am
CALL TO ORDER: Chair Farrah -Marie Gomes called the meeting to order at 9:33am.
ROLL CALL: Quorum was met with the following members present: Farrah -Marie
Gomes, Andrew Langtry, Shana Kukila, Elena Cabatu, Lisa Pana, Christina Basham,
Evelyn Lee, and Rachelle Agrigado-Betts. Dr. Hannah Pita -Preston was excused.
Suzanna Tiapula, Deputy Corp. Counsel was present. Jennifer Stotter, our new Hawaii
State CSW liaison was excused.
III. APPROVAL OF MINUTES: Elena motioned to approve the meeting minutes of June 15,
2022 as submitted. Rachelle seconded. Committee voted to approve.
IV. TREASURER'S REPORT
• Approval of Treasurer's Report: Andrew reported June expenditures as
follows: $300-World Day Against Trafficking banners, $1,879-Period Poverty
supplies & inventory, $1,000-PRIDE booth. To date the Committee has spent
$6,424 for FY2021-2022.
• Approval of 2022-2023 CSW budget: Andrew received confirmation of the
Committee's $10,000 budget request. For FY2022-2023, the proposed budget is:
$1,000 each for Travel, Printing, Mileage and $3,500 each for Misc. Contracts
and Misc. Charges.
MOTION: Shana motioned to approve FY2022-2023 CSW budget as presented,
Evelyn seconded. Committee voted to approve.
DISCUSSION: Committee may review and readjust line -item categories at
anytime, ensuring discussion is documented in the meeting minutes. Members
are reminded to make sure project rationales include specific line -item expenses.
Committee members requested language clarification on budget line items and
training on how best to write up an effective project rationale. Committee is
reminded to submit project rationales 3-4 months in advance to ensure proper
review and revision, if needed. If more than $10,000 is needed, Committee may
request additional funding from the County Council.
V. STATEMENTS FROM THE PUBLIC: Deputy Tiapula informed the committee of new
Sunshine Law updates in terms of ensuring we provide the public with an opportunity to
provide statements per agenda item, even if no one from the public is present. This is to
ensure that should the public become present during agenda item discussions, they are
allotted their respective time to share their statement. Proper verbiage may include:
"would the public like to comment" to create a record. Committee was also reminded that
meetings must be recorded and made public until the minutes are available, so the
public has ready access. Once minutes are made available, recording can be deleted.

VII. REPORTS
A. Hawaii State CSW (HSCSW) liaison report: No report at this time.
B. Family Violence Interagency Committee (FVIC):
a. Hilo Meeting (as shared by Lisa and Shana): Domestic Violence Training
coming up in September, more information is forthcoming and will be
distributed. Men of Pa`a provided an in-depth presentation of the work
they coordinate in the community to help with reintegration of former
inmates back into the community. A Women of Pa`a program is currently
in the planning stages. The Prosecuting Attorney's Office and Children's
Justice Center (CJC) has job openings. Check in with each respective
office. Charlene Iboshi is working on one collective calendar to include all
FVIC events to keep people informed on what is taking place in the
community.
b. Kona Meeting as shared by Christina: CJC Kona also needs workers. DV
Awareness Month Vigil Services are being planned -more information
forthcoming. Robust discussion around housing for DV Survivors, as
there is currently no family shelter.
C. Missing Murdered Native Hawaiian Women and Girls (MMNHWG) Task
Force: Farrah -Marie shared that the task force continues to review data
elements and are in the early stages of discussions around the efficacy of data
collection. Next meeting: August 25 @ 12pm.
*Chair Gomes needed to leave the meeting. Elena Cabatu convened remainder of the meeting.
Vill. NEW BUSINESS: No statements from the public
A. Approval to amend by-laws to address the following:
a. Staggered terms, Reappointments, New member appointments: The
Committee members acknowledged that each has reviewed the revised
by-laws.
MOTION: Shana motioned to approve the revised by-laws. Rachelle seconded.
Committee voted to approve.
DISCUSSION: Shana has some recommendations and suggestions related to
the revised by-laws. Committee members are encouraged to add items to the
agenda for next month's meeting to discuss such recommendations and
suggestions, as another revision of the by-laws could result in a lengthy process
with time constraints.
B. Nomination and election of 2022-2023 CSW officers: Elena shared the
following nominations for 2022-2023 CSW officers:
Chair: Farrah -Marie Gomes
Vice Chair -Elena Cabatu
Treasurer -Andrew Langtry
Recording Secretary: Lisa Pana
Corresponding Secretary: Shana Kukila
No other names were added to the slate.
MOTION: Andrew motioned to approve the new CSW officers for FY2022-2023.
Evelyn seconded. Committee voted to approve.

IX. OLD BUSINESS: No statements from the public
A. Sub -Committee Memberships
a. Nomination and Election of Sub -Committee members: No discussion.
ACTION ITEM: Farrah to add to next month's agenda to provide new members and
others on the Committee the opportunity to join Sub -Committees
B. Communications Sub -Committee reports
a. Status of Chair and Secretary email accounts: The request for a Chair
and Secretary email account through the County was not approved.
However, the County is willing to provide one email account,
CommitteeStatusWomen@hawaiicounty, which may still require
monitoring.
MOTION: Shana motioned to approve the
committeestatuswomen@hawaiicounty email account. Rachelle
seconded. Committee voted to approve.
DISCUSSION: Committee discussed the pros and cons of the having the
@hawaiicounty email address. A discussion about a gmail account raised
additional questions. Suzanna will research this request and get back to
the Committee by next meeting. Suzanna is willing to also do a 7-minute
best practices presentation on how the Committee can conduct
conversations, to also allow the public the opportunity to participate.

next meeting agenda
b. Facebook updates:
Shana shared the following:
1. June featured PRIDE, Father's Day, Summer Wellness
Resources
2. July features include, World Day Against Human
Trafficking, Healthy Hapai & UHH Resources
3. August will feature: Hawaii State Coalition Against
Domestic Violence flyers and information
The Committee will partner with Councilmember Villegas and
Councilmember LeeLoy to host events and activities in West
Hawaii
c. Family Services Directory
i. Distribution log: Please submit requests for Family Services
Directory to Farrah -Marie.

B. Outreach Sub -Committee reports
a. 2022 Year of the Mother: Shana created a slideshow to share with the
Committee highlighting all events planned events. The Committee will
continue to spotlight mothers in our County for the 2nd half of 2022.
i. Approval of project rationale: Forthcoming
b. Teen Dating Violence
i. Distribution log: Shana shared that a lot of the Teen Dating
cellphone cards were distributed at the Pride Parade.
c. Real Women Essay: An email to the Prosecuting Attorneys Office
regarding the request submitted by the Committee for this project has
returned with an unfavorable response that it was not submitted for
review. Farrah -Marie will follow up for FY2022-2023 to ensure that we get
this activity reestablished.
d. Ma'i Movement: Farrah -Marie will share an update at the next meeting.
C. Research Sub -Committee reports
a. Status of Women Report: No report at this time.
b. Equal Pay: Committee recommends creating a report card featuring
details on Workforce, Skills Development, and Health as it relates to Pay,
particularly amongst Native Hawaiiian women.
FOLLOW UP: A request for Farrah to send the infographic of the Equal
Pay ad to the Committee.
D. Legislative & Advocacy
a. Human Trafficking: Kahea shared that July 30 is World Day Against
Human Trafficking. The event originally scheduled for July 30-31 at Hilo
Bay Front has been moved to Puna Kai Shopping Center in Pahoa.
Tables wil be provided, bring your own chairs. Rachelle shared the CJC
Sex -Trafficking cards that can be made available for distribution.
b. Equal Pay: No report at this time. However, members are interested in
putting together a candidate bio listing information on each candidate's
take on issues related to women.
c. Hawaii Island Women's Leadership Summit: Tabled
