CALL TO ORDER:
HUSTACE: Aloha and good evening, everyone. Welcome to the second public hearing
for the County of Hawaii Redistricting Commission. Today is Thursday, October 14''.
My name is James Hustace, and I am your Vice-Chair for the Redistricting Commission.
I'll just read an announcement here. Because of the Coronavirus COVID-19 Emergency
and State and Federal guidance on large meetings or gatherings, and pursuant to the
Mayor's Proclamations regarding COVID-19, the Redistricting Commission meetings are
currently not open to the public until further notice. Members of the public may view or
provide oral testimony via the Zoom platform by requesting for this information as
noticed on our posted agendas. We also set up remote sites during this time in our nine
districts, or nine Council Districts. And tonight, we are in the Honoka`a Gymnasium
representing Council District 1. Thank you for joining us this evening. I will now call this
public hearing to order. The time is 6:04 in the evening.
STATEMENTS FROM THE PUBLIC
HUSTACE: This is a pretty open to our testimonies, and testifiers from the public
tonight. And Commissioner Lui is joining us here in the gym as well. We have a couple
Commissioners on the call. The Commissioners will not be conducting any business this
evening. This is solely the purpose of hearing from the public regarding the process and
providing input on creating new maps for Hawaii County. So at this point, we're going
to begin with our testifiers to get things going. When you're called upon, please state
your full name, where you reside, and if you're participating via Zoom we can see that
here. So, Relley, I think you have someone lined up to start us off. Is that correct?
ARACELEY: Thank you, Vice-Chair. You're first testifier who seemed to have
registered is a Ms. Kyra Pauli. Kyra, if you are there, you can unmute your mic and
provide your testimony. You have three minutes starting now.
PAULI: No, I just want to watch the meeting. I don't have testimony.
ARACELEY: Okay, and just to clarify, you did register correctly for the Zoom
credentials.
PAULI: That's correct. I did just to observe. Thank you.
ARACELEY: Okay, thank you for clarifying. Vice-Chair, it seems those are all the
testifiers that you have in the Zoom room at this moment.
HUSTACE: Thank you, Relley. We will give it some time if the public wants to join in
and testify. We have a couple members of the public here maybe, possibly from this
district, that would like to testify for this evening. And then we'll also give some time if
others want to come in the door and testify. So we'll wait patiently until those are
wanting to do so. Thank you. (Pause.) And just for clarity, we're going to wait about, as
we did at our Hilo meeting on Monday, we'll give it to about 6:30 to see if members from
the public will show up this evening. Thank you.
Please note that during this time, Commissioners and support staffwere on stand-by.
ANNOUNCEMENTS / CLOSING REMARKS
HUSTACE: Okay, thank you for your patience. It is past 6:30 p.m. now. We don't have
any other testifiers joining us this evening, so I'd like to make some closing
announcements before we call it a night here. If you are interested in participating in the
process and providing testimony to the Commission, you can follow the Commission and
their work on the County website. We did have a full day today and we will have future
public meetings, hearings, in the forthcoming weeks. If you'd like to request information,
you can email the Commission at redistrictingcommission@hawaiicounty.gov. We do
have some upcoming public hearings as I mentioned. Next week, our 3rd public hearing
will be held in Council District 3, on Monday, October 18d' at 6:00 in the evening at the
Hilo Municipal Golf Course Multi-Purpose Room. We will also be meeting with the
public to give your testimony at the Pahoa District Park on Thursday, October 21",Pahoa
District Park Community Center at 6:00 p.m., representing Council District 4. We are
providing satellite sites for those in the public to attend and provide virtual testimony if
they are unable to join us online. So, we encourage you and your family members and
neighbors to provide testimony to the Commission during this time. We are in the process
of drafting plans so we would appreciate input from the community. With that we will
close tonight's meeting. Thank you for joining us. Aloha.
