I empathize with you on that as I too had covid last month, so I completely understand that the brain fog is real! I hope
you are feeling better!
Because the first mailing was incomplete and the sign wasn't posted until July 18, 1 think it's best we defer until the
September 1, 2022 WPC hearing to provide the public ample time to provide testimony. We won't charge you the$250
for the deferral fee.
Given the automatic approval language in State law, will you please respond to this email with a request to defer to
September 1, 2022 as well as a statement that the applicant waives the automatic approval provision in HRS 46-89?

Renegade Tower
Community Meeting
Kaumana City Subdivision

The informal meeting convened at approximately 12:30 pm. The meeting was organized by Mary
Uyeno, President of the Kaumana City Subdivision. Each person who was present was asked to sign the
attached sign in sheet.
Danette Martin, Renegade Towers' consultant, explained why this location was chosen. Ms. Martin
provided a map showing the subject property,along with the surrounding area. The following was
explained:
• Danette Martin,was the consultant worked for Verizon Wireless on another location on Saddle
Road approximately 6 years ago. Verizon Wireless obtained a license to place a 195'tower
on the property located more than a mile away mauka of the proposed location. Verizon
applied to HELCO and was given an estimate of more than $1,000,000.00 to bring power to
the location. The cost was prohibitive. Verizon contacted Vista Towers and asked if they
could build it and lease back to the carriers. The cost was too expensive for Vista Towers as
well.
• Vista Towers contacted Ms. Martin and asked if she could look for another location, closer to
utilities. The map created for this meeting is attached. The map shows the property lines for
the subject property,the State-owned property surrounding the subject property and the parcel
where Verizon had a license agreement. The map also shows 3 different elevations for the
subject property.
• Ms. Martin explained the objective of the carriers was to cover the nearby subdivision as well
mauka of Saddle Road. The closest power is near Kaumana City Subdivision near the water
tank.
• A propagation map showing the existing and proposed coverage was circulated. The maps
show that AT&T has existing coverage makai. Service is needed around the proposed tower
and mauka of Saddle Road.
• One of the participants asked if the tower could be moved to the Hilo side of the parcel. The
Google map that was shared shows the elevation of the proposed tower(a, 1959' and the
elevation on the Hilo side of the parcel is 1801. If the tower was moved to the Hilo side of the
property, it would be further away from the coverage objective as well as 158' lower in
elevation. If you made up the difference in elevation and the required tower height would be
338'. You could not have a pole disguised as a tree and FAA would require that the tower
have a beacon light on the top of the tower as well as white and red paint. All towers over
200' are required by FAA to have a beacon light on the top of the tower
• Another participant asked if the tower could be moved to the other adjacent lots. Ms. Martin
explained that those properties are located on State property and are Forest Reserves.
• Another participant asked if it was possible to go back to Verizon's original location. Ms.
Martin reminded about the excess costs and that the lease was terminated, and that the new
owner of the property is no longer interested.
• Three other participants were concerned about electromagnetic emissions. Ms. Martin
provided brochures from the FCC showing that emissions from a cell tower are typically 1%of
the maximum allowed by the FCC. Ms. Martin also provided a handout from Andrew
Thatcher,certified health physicist,with more information. It was also explained that the
Federal Government prohibits the local jurisdiction to deny an application based on health
effects.
• One participant indicated that the tower was directly in his view Ms. Martin explained that the
monopole design has changed to a monopine design at the request of the Planning Department.
A photo of a monopine on Oahu was provided as an example.
• One of the participants wanted to know if there was a tower nearby she could visit. Ms.
Martin directed her to the Volcano Golf Course for a tall monopine tower, although, she was
not sure about the height.
• One participant asked how they could testify. Ms. Martin said anyone that wants to testify
should call the Planning Department prior to the meeting. There are also Zoom instructions in
the Public Hearing notice they received.
