MINUTES
AUGUST 4 2022
The Windward Planning Commission met in regular session at 9:06 a.m., in the County of
Hawaii, Council Chambers, 25 Aupuni Street, Hilo, Hawaii, with Vice Chair Michelle Galimba
presiding with a live stream video for the public to observe the meeting.
COMMISSIONERS PRESENT: Michelle Galimba, Lauren Balog, Louis Daniele III, Wayne De
Luz, and John Cross.
ABSENT AND EXCUSED: Gilbert Aguinaldo and Dennis Lin.
ALSO PRESENT: Malia Kekai, Esq. (Counsel for the Commission), Jean Campbell, Esq.
(Counsel for the Planning Department), Jeffrey Darrow (Deputy Planning Director), Christian
Kay (Planner), Tracie-Lee Camero (Planner), Jessica Andrews (Zoom Host), Maija Jackson
(Planning Program Manager) and Melissa Dacayanan-Salvador (Windward Planning
Commission Secretary).
And six people from the public in attendance.
A quorum was present. Vice Chair Galimba called the meeting to order. She described the
public accessibility to this meeting and the protocol for the participants to follow.
Vice Chair Galimba called the roll of the Commissioners and also introduced the staff.
APPROVAL OF MINUTES
At 9:08 a.m. the Commission took up the minutes of the July 7, 2022, Windward Planning
Commission meeting. No corrections were offered. It was moved by Commissioner Daniele
and seconded by Commissioner De Luz that the minutes be approved as submitted. A voice vote
was taken, and the motion carried with all in favor, and none opposed.
STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS
At 9:09 a.m. Ms. Andrews (Zoom Host) stated there were three (3)testifiers in the waiting room
on Zoom. Vice Chair Galimba addressed the testifiers on Zoom to indicate whether they would
like to testify now or at the time of the agenda item was called. All testifiers answered they will
testify at the time of the agenda item.
NEW BUSINESS
1. APPLICANT: ERIC J. TROUTMAN (FORMERLY MATSUNO ENTERPRISES,
LTD.) (PL-REZ-2022-000027) (AMEND REZ 1004)

Application for an amendment to allow a five (5)-year time extension to perform
Condition E (Development of the Property), delete Condition C (Final Consolidation
Approval), amend Condition H (Remove Requirement of Speed Hump Installation),
delete Condition I (Provide Updated TIAR), and amend Condition P (Reference to
Amended Ordinance) of Change of Zone Ordinance No. 03 44 which rezoned
approximately 6.64 acres of land from Single-Family Residential-10,000 Square Feet
(RS-10) to General Commercial-20,000 Square Feet(CG-20). The subject property is
located at the southeast corner of the intersection of Kanoelehua Avenue (Highway 11)
and Puainako Street, Waidkea Homestead House Lots, South Hilo, Hawaii, TMK: (3)
2-2-040:014.
At 9:13 a.m. with eleven people from the public in attendance, Vice Chair Galimba stated that
this item was deferred at the Applicant's request. There was no one from the public who wished
to testify on this application.
2. APPLICANT: LEHUA VILLAGE PARTNERS, LLC (PL-REZ-2022-000028)
Application for a Change of Zone from a Single-Family Residential-10,000 Square Feet
(RS-10) to a Single-Family Residential-15,000 Square Feet(RS-15) zoning district for
14.322 acres of land. The subject properties straddle the east and west sides of Lehua
Street, north (makai) of the Hawaii Belt Road and south (mauka) of the Honoka`a Park
Complex, portion of Papa`anui & Haina, Hamakua, Hawaii, TMKs: (3) 4-5-024:010 &
(3) 4-5-010:136.
3. APPLICANT: LEHUA VILLAGE PARTNERS, LLC (PL-PUD-2022-000001)
Application for a Planned Unit Development(PUD) for a 40-lot, single-family residential
subdivision on 14.322 acres of land. The PUD would allow various exceptions from
Chapter 23 (Subdivision) and Chapter 25 (Zoning) of the Hawaii County Code. The
subject properties straddle the east and west sides of Lehua Street, north (makai) of the
Hawaii Belt Road and south (mauka) of the Honoka`a Park Complex, portion of
Papa`anui & Haina, Hamdkua, Hawaii, TMKs: (3) 4-5-024:010 & (3) 4-5-010:136.
The Commission took up these two items simultaneously at 9:15 a.m. with eleven people from
the public in attendance.
At 9:53 a.m. the three (3)public testifiers on Zoom and one (1) in-person public testifier
provided their oral testimonies to the Commission.
At 10:10 a.m. it was moved by Commissioner De Luz and seconded by Commissioner Daniele
that public testimony be closed for this agenda item. There being no discussion on the motion, a
voice vote was taken, and the motion carried by unanimous vote of those present.
Action on Item 2 (PL-REZ-2022-000028): It was moved by Commissioner Cross and
seconded by Commissioner Daniele that a favorable recommendation be forwarded to the
County Council on the application based on the Planning Director's recommendation and with
an amendment to Condition N: The last sentence to place a period after the words "Condition W
and removing the words "excluding any lot sold for excess housing credits". A roll call vote was

taken, and the motion carried with five (5) ayes (Cross, Daniele, Balog, De Luz, Galimba) and
two (2) absent and excused (Aguinaldo and Lin).
Action on Item 3 (PL-PUD-2022-000001): It was moved by Commissioner De Luz and
seconded by Commissioner Balog that the Commission approve the application based on the
Planning Director's recommendation and add a sentence to Condition No. 9 that was proposed
by the applicant as follows: "Further, as represented by the Applicant, appropriate design
restrictions to address view plane comments of adjoining properties shall be incorporated in the
restrictive covenants of deeds of all lots covered by this PUD." A roll call vote was taken, and
the motion carried with five (5) ayes (De Luz, Balog, Cross, Daniele, Galimba) and two (2)
absent and excused (Aguinaldo and Lin).

Vice Chair Galimba called for a recess at 10:47 a.m. She called the meeting back to order at
10:57 a.m.
4. APPLICANT: KE"ALOHA LANI LLC (FORMERLY HAWAII ISLAND
DISTILLING LLC) (PL-REZ-2022-000023) (AMEND REZ 17-000218)
Application for an amendment to Condition E (Timing of Fire Flow Improvements) and
Condition I (Timing of Roadway Improvements) of Ordinance No. 17-65 which
reclassified 6.505 acres of land from Agricultural-20 acres (A-20a) to General Industrial -
20,000 square feet(MG-20) zoned district. The applicant is requesting these amendments
to change the development trigger for these required improvements from prior to issuance
of Certificate of Occupancy to prior to Final Subdivision Approval. The subject property
is located east of Highway 11 (Volcano Highway), west of Railroad Avenue, and north of
Highway 130 (Kea`au-Pahoa Highway), Kea`au, Puna, Hawaii, TMK: (3) 1-6-141:002.
The Commission took up this item at 10:57 a.m. with one member from the public in attendance.
There was no one from the public who wished to testify on this application.
Action: It was moved by Commissioner Daniele and seconded by Commissioner De Luz that a
favorable recommendation be forwarded to the County Council on the application based on the
Planning Director's recommendation. A roll call vote was taken, and the motion carried with
five (5) ayes (Daniele, De Luz, Balog, Cross, Galimba) and two (2) absent and excused
(Aguinaldo and Lin).

5. APPLCANT: RENEGADE TOWERS LLC (PL-USE-2022-000004)
Application for a Use Permit to allow the establishment of a telecommunication facility
with a 180-foot-tall monopole tower and related equipment and improvements within a
4,108 square foot portion of a larger 14.622-acre parcel. The subject property is located at
3331 Kaumana Drive, to the south of the Nolemana Street/Kaumana Drive intersection,
Kaumana and Ponahawai Homesteads, South Hilo, Hawaii, TMK: (3)2-5-002:023.

At 11:21 a.m. with no public in attendance, Vice Chair Galimba stated that this item was
deferred until the September 2022 commission meeting at the request of the applicant. There
was no one from the public who wished to testify on this application.
PLANNING DIRECTOR'S REPORT
Report on Special Management Area (SMA) determinations, minor permits action issued
by the Planning Director.
At 11:22 a.m. Vice Chair Galimba introduced this item. The Short-Form Assessment Log and
the SMA Assessment Log were emailed to the Commissioners. She asked the Planning Staff if
there were any additions to the logs that were received and Planning Program Manager Maija
Jackson answered no. There were no questions.
AGENDA ITEMS FOR NEXT MEETING
At 11:23 a.m. Vice Chair Galimba asked the Commissioners if there were any requests for items
to be placed on the future agenda. There were no requests made.
ANNOUNCEMENTS
The Windward Planning Commission's next monthly meeting is scheduled for Thursday,
September 1, 2022 at the County of Hawaii Aupuni Center Conference Room and the
public may provide verbal testimony by interactive video conference via Zoom or at the
physical location.
ADJOURNMENT
There being no further business, it was moved by Commissioner Daniele and seconded by
Commissioner De Luz that the meeting be adjourned. A voice vote was taken, and the motion
carried by unanimous vote of those present. Vice Chair Galimba adjourned the meeting at 11:24
a.m.
