AGENDA
NOTICE IS HEREBY GIVEN of the following matters to be considered by the Game
Management Advisory Commission of the County of Hawai’i in accordance with
the provisions of Chapters 92-7, Hawai’i Revised Statutes, as amended; Section
6-7.5(a) Chapter 9 Section 6-9.3 of the Charter of the County of Hawai’i, and the
Commission’s Rules of Practice and Procedure.
Pursuant to Act 220, Session Laws of Hawai’i 2021, which amended the Sunshine
Law to allow meetings to be remotely conducted online, effective January 1, 2022,
The Game Management Advisory Commission meetings will be held online, and
the location listed below is open to the public to attend the meeting in person and
provide testimony. The Game Management Advisory Commission can be viewed
online or at the location listed below.

3. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS:
Statements from the public will be taken throughout the meeting.
4. PRESENTATIONS:
a. Hawai’i County Corporation Counsel Sylvia Wan presentation – Game
Management Advisory Commission: Role & Purpose, Parliamentary Procedure.
b. DLNR Division of Aquatic Resources, Aquatic Biologist Troy Sakihara will
present/discuss the new Administrative amendment to lay net rules.
c. DOFAW Wildlife Biologist Kanalu Sproat will report on changes to Administrative
Rules in adherence to HCR17, for Puuanahulu and Puuwaawaa hunting areas.
5. OLD BUSINESS:
a. Discuss Laupahoehoe Boat Ramp and Seawall Investigation Committee.
b. GMAC development and finalization of Draft Rules.
c. Letter to Mayor Roth for approval of GMAC’s “Out Doors Day” event.
6. NEW BUSINESS:
a. Chair recommendation for an HCR17 GMAC representative.
7. ANNOUNCEMENTS:
a. Fall bird hunting season runs from November 5, 2022, to January 30, 2023.

a. Discussion on new GMAC committees.

Executive Session: The Game Management Advisory Commission anticipates it may
convene in one or more executive sessions regarding the above matters listed on the
agenda, pursuant to HRS Sections 92-4 and 92-5 (a)(4), for the purpose of consulting
with the Board’s attorney on questions and issues pertaining to the Commission’s
powers, duties, privileges, immunities, and liabilities. A 2/3 vote pursuant to HRS
Section 92-4 is necessary to hold an executive session.
Anyone wishing to discuss an item that does not appear on the agenda should call the
commission secretary at 808- 323-4444 or email Barbara.Kossow@hawaiicounty.gov to
have the subject placed on the next available agenda.
Anyone who requires an auxiliary aid or service, other reasonable modification, or
language interpretation to access this meeting please contact the Office of the Mayor at
808-961-8211 or 808-323-4444 as soon as possible, but no later than five (5) working
days prior to the meeting date, to arrange for accommodations. If you are a lobbyist, you
must register with the Hawaiʻi County Clerk within five days of becoming a lobbyist.
{Article15, Section 2-91.3(b), Hawaiʻi County Code}. “A lobbyist is any individual who is
engaged for pay or other consideration who spends more than five hours in any month or
$275 in any six-month period for the purpose of attempting to influence legislative or
administrative action by communicating or urging others to communicate with public
officials.”
Note: A meeting held by interactive conference technology shall be automatically
recessed for up to 30 minutes to restore communication when audiovisual communication
cannot be maintained with all members participating in the meeting or with the “in-person”
location identified in this agenda. The meeting may be in-person when either audiovisual
communication is restored, or audio-only communication is established after an
unsuccessful attempt to restore audiovisual communication. If it is not possible to
reconvene the meeting as provided in this subsection within 30 minutes after an
interruption to communication, then the meeting shall be automatically terminated.
