ADVISORY COMMITTEE ON AGING MEETING
Friday, August 27, 2021, 10:00 A.M.

1. EXECUTIVE ON AGING – Horace Farr called the meeting to order at
10:05 a.m., and welcomed the members on the Committee on Aging.
2. INTRODUCTIONS:
Committee members present: Judy Bell, Michelle Johnson, Patricia Nye, Marsha
Okajima, Clyde Silva, and Pauline Spencer
Committee members excused: Gwen Houston, Enola Kaneta, Laenette Longakit
Hawaii County Corporation Counsel (Legal): Jean Campbell
State Policy Advisory Board for Elderly Affairs (PABEA): Shelly Ogata
Shelly is the Council Aide for Councilmember Sue Lee Loy, and also sits on State’s
PABEA and represent the Big Island.
Hawaii County Office of Aging staff (HCOA): Horace Farr and Luana Ancheta-
Kauwe
3. ELECTION OF OFFICERS: CHAIR, VICE CHAIR, SECRETARY
Horace open the floor for nomination of officers. Newly elected officers are:
Patricia Nye, Committee Chair; Clyde Silva, Committee Vice-Chair, and Pauline
Spencer, Committee Secretary. Nomination was unanimous by the Committee.
Motion to approve the Minutes of the last meeting of May 28, 2021; Clyde Silva
motioned to approve the minutes, seconded by Judy Bell.

4. EXECUTIVE ON AGING REPORT – Horace Farr
1. We continue to grapple with COVID-19. As our case counts continue to be high, we
encourage everyone to keep safe, as this is not a good time to go to the hospital.
2. We are finalizing our end of State Fiscal Year 2021 (SFY21) State Performance Report
(SPR) due to the State Executive Office on Aging (EOA) September 1, 2021. We hope
to present to the committee at our next meeting a brief report on how we ended the
SFY21 across our services.
3. We continue to try to fill positions. We were able in the past eight months to fill one
position. Our Database Analyst position just closed this week, and we await Human
Resources (HR) forwarding us a list of names. We are also waiting on filling another
Aging & Disability Services (ADS) position.
4. Our service providers continue to experience service capacity issues. Providers are
finding it difficult to find and retain employees. Also, many consumers and their care-
givers are hesitant to have staff enter their homes due to the rise in COVID-19 cases.
5. The State Executive on Aging (EOA) has informed us of the tentative timeline and due
dates for the 2023 – 2027 State Plan & County Area Plans. The Area Plan is the driv-
ing document that guides our existence. We will be looking to the committee in assist-
ing us as we seek input from the community.
5. CORPORATION COUNSEL (LEGAL) – Jean Campbell
Continue to assist and direct members with questions in the meeting.
6. STATE POLICY ADVISORY BOARD FOR ELDERLY AFFAIRS (PABEA)
– Shelly Ogata
The Long-term care ombudsman from EOA working with the Department of Health
& Department of Human Services to resolve deficiencies within a facility which
caused a shut down. Residents were all being placed elsewhere. Reports can be
found on the Department of Health website, and more information regarding the
ombudsman can be found on the State Executive on Aging’s website.

7. ANNOUNCEMENTS / REPORT / DISCUSSION – None
Patricia Nye commented on the mask and hand sanitizing mandates. She mentioned
Walmart customers walk in with a mask but the customers do not hand sanitize.
She also mentioned that Sack N Save has a security at the door and made sure that
the customers are wearing their mask, hand sanitize and social distancing. Horace
mentioned that we inserted a reminder in the Caregiver’s Newsletter that we mail
out, and will continue disseminating safety protocol information. As the majority of
our Seniors 60+ are vaccinated, we still encourage any unvaccinated seniors to get
vaccinated.

Patricia Nye made a motion to adjourn; Clyde Silva moved to adjourn the meeting;
seconded by Pauline Spencer. The meeting was adjourned at 12:01 p.m.
