CALL TO ORDER – Patricia Nye, Committee Chair called the meeting to order at 10:05 a.m. 2. APPROVAL OF MINUTES OF THE AUGUST 27, 2021 MEETING – Patricia Nye, Committee Chair motion to approve the Minutes of the last meeting. Motion to accept the minutes by Judy Bell, and seconded by Clyde Silva. Unanimously approved. An Area Agency on Aging Hawai`i County is an equal opportunity provider and employer. COMMENTS FROM THE CHAIR – Patricia Nye mentioned she will be away and Clyde Silva, Vice Chair or Pauline Spencer, Secretary will conduct the meetings until she returns. 5. STATEMENTS FROM THE PUBLIC – None. 6. EXECUTIVE ON AGING REPORT AND UPDATES – Horace Farr 1. We continue to monitor our providers on their ability and capacity to provide services. We are especially concerned for West Hawaii as we try to pull out of COVID-19. Many of our providers are struggling to maintain operations and staffing. 2. In conjunction with the State Executive Office on Aging (EOA), we have begun the process of developing the new four year Area Plan for Hawaii County. The Area Plan is the assurance document that we, as a designated Area Agency on Aging (AAA), will carry out the plan according to all Federal and State Law. Ensuring that the intent and assurances of the Area Plan in meeting the needs of the community, is a responsibility of the Committee on Aging (COA). 3. We have completed FFY21 and preparing to close and submit our year-end reports. 4. October, designated as Fraud Prevention Month brought awareness throughout the State of the reality of this crime. Kupuna Fraud Prevention was the focus the last week of October. 7. STATE POLICY ADVISORY BOARD FOR ELDERLY AFFAIRS (PABEA) – Shelly Ogata, State PABEA Representative, reported that there was discussion around the Crisis Standards of Care and the Triage Allocation Framework that the State Department of Health had put together during the COVID-19 crisis. The concern was over the use of age as an indicator in determining priority when medical resources become limited. Caroline Cadirao, State Executive on Aging, had scheduled a meeting with the State Department of Health to voice concern that many kupuna would be denied receiving medical care due to the age indicator and asked that the concern be recognized and taken into consideration. Shelly shared with the committee that one of the bills that didn’t pass in the last session was “Our Care Our Choice” relating to advanced practice nurses assisting with the medical aid in dying process. Another bill would require Care Facilities and Inspection reports be posted on the website within five (5) working None.DISCUSSIONS: OTHER / REPORTS DISTRICT Administrator Section Services Community & Protective Adult Hawaii East MSW ,Kageyama Laron – SERVICES COMMUNITY & PROTECTIVE ADULT SERVICES HUMAN DEPARTMENT ,HAWAII STATE MINUTES ADVISORY COMMITTEE ON AGING MEETING Friday, October 29, 2021, 10:00 A.M. PAGE 3 days – this did not pass in the last session due to technical issues. The Long Term Care Insurance lapse for termination notices bill also did not pass. The Kupuna Caregivers Program will be coming up again in a different form. Shelly informed the committee that now is the time to start considering any legislative bills to submit to the Legislature for the upcoming session beginning in January 2022. Horace mentioned that the Kupuna Caucus is also a vehicle through which aging related bills reach the Legislature for consideration and passage. The Kupuna Caucus is limited to five bills that they can submit. Through a brief introduction the committee learned how individuals might submit written testimony to the committee hearing the bill. The committee also learned that many of these hearings have a short time frame. Once a committee is scheduled, individuals have 24-hours before the scheduled start of the hearing committee to submit any testimony. 8. Laron Kageyama presented to the committee “Vulnerable Adult Abuse & Neglect in Hawaii” (see attached brochure). Adult Protective Services (APS) is through the State Department of Human Services who receives and investigates vulnerable adult abuse, and provides short-term services to protect the personal health, safety and welfare of vulnerable adults who are abused, neglected, or financially exploited. They also provide services when an adult is in danger of abuse if immediate action is not taken. 10. ANNOUNCEMENTS: None. 11. SCHEDULING OF NEXT MEETING: Friday, December 17, 2021 at 10:00 a.m. 12. ADJOURNMENT: Patricia Nye move to adjourn the meeting; Clyde Silva motioned; seconded by Judy Bell.
