CALL TO ORDER – Clyde Silva, Committee Vice Chair called the meeting to order at 10:05 a.m. 2. INTRODUCTIONS: Committee Members Present: Clyde Silva, Pauline Spencer, Laenette Longakit, Lisa McNamarra, Chalintorn Burian, Judy Bell, Marsha Okajima, Jacqueline Honda Committee Member(s) Excused: Patricia Nye, Michelle Johnson, Enola Kaneta Corporation Legal Counsel: J Yoshimoto State Policy Advisory Board for Elderly Affairs (PABEA): Shelly Ogata HCOA Staff: Horace Farr, Clayton Honma, Mary “Keola” Kenoi-Okajima, Luana Ancheta-Kauwe 3. STATEMENTS FROM THE PUBLIC – Clyde Silva None. 4. APPROVAL OF MINUTES OF THE DECEMBER 17, 2021 MEETING – Clyde Silva, Committee Vice Chair motion to approve the Minutes of the last meeting. Motion to accept the minutes by Lisa McNamarra, and seconded by Laenette Longakit. Unanimously approved. An Area Agency on Aging Hawai`i County is an equal opportunity provider and employer. ADVISORY COMMITTEE ON AGING MEETING MINUTES Friday, February 25, 2022 Page 2 5. COMMENTS FROM THE VICE CHAIR – Clyde Silva Patricia Nye will be out until July. 6. EXECUTIVE ON AGING REPORT AND UPDATES – Horace Farr and Staff 4-Year Area Plan (2023 – 2027) – Clayton Honma, Mary “Keola” Kenoi-Okajima Horace Farr introduced Clayton and Keola as Planners and the upcoming Area Plan, and what the involvement is in the community. Clayton and Keola presented the upcoming 4-Year Area Plan for 2023 – 2027. They shared the five (5) major topic areas that will drive the next area plan. Those topic areas are: 1) Older American Act Core Programs 2) COVID-19 3) Equity 4) Expanding Access to HCBS 5) Caregiving They also informed the Committee that they will be asking for their support and help when we go out to the public hearing in their districts. They also asked for volunteers from the Committee who would like to participate in the Focus Groups. 7. STATE POLICY ADVISORY BOARD FOR ELDERLY AFFAIRS (PABEA) – Shelly Ogata Shelly mentioned two bills did not make it at the legislature: (1) Hawaii State Health Insurance Assistance Program Appropriation; and the (2) Healthy Aging Appropriation. Shelly also handed out the Kupuna Caucus package bills that are continuing to move. (Handout) Shelly Ogata also mentioned the Long Term Care Ombudsman appropriation for positions and the Long Term Rental Assistance Pilot Program for Kupuna. The last one the Kupuna Caucus has been following, but is not necessarily a part of the Kupuna Caucus package, is an attempt to remove the ceiling on the Office of Health Care Assurance special fund. SUNSHINE LAW AND ETHICS TRAINING – Assistant Corporation Counsel J Yoshimoto 9. Chalintorn Burian (AARP) – Gave a brief report on: 1) HB 3289, Hawaii Retirement Savings Program. 2) HB 1754, Relating to Adult Dental Medical Benefits” on February 25, 2022, it passed all three reading in the Senate, went to the House, then back to the Senate. As of March 24, 2022, it passed second reading in the Senate as amended, and referred to Ways and Means (WAM) Committee. 10. ANNOUNCEMENTS: Horace Farr acknowledged and thanked AARP Tax Volunteers for helping people file their taxes again this year. 11. SCHEDULING OF NEXT MEETING: Clyde Silva, Committee Vice Chair, Friday, April 29, 2022, 2022 at 10:00 a.m. 12. ADJOURNMENT: Clyde Silva move to adjourn the meeting; Lisa McNamarra motioned; seconded by Marsha Okajima.
