NOTICE IS HEREBY GIVEN of matters to be considered by the Planning Commission of the
County of HawaiÒi in accordance with the provisions of Chapters 91 and 92, HawaiÒi Revised
Statutes, Section 6-4.3 of the Charter of the County of HawaiÒi, and the Planning CommissionÓs
Rules of Practice and Procedure.

a.State Land Use Boundary Amendment from Agricultural to Urban for
approximately 14.901 acres of land.
b.Change of Zone from Agricultural 20 acres (A-20a) to Limited Industrial 20,000
square feet (ML-20) for 14.901 acres of land and Agricultural 5 acres (A-5a) for
8.724 acres of land.
The property is the former Puna Sugar Company Mill site situated
Milo Street extension, and bordering the McCully's MCX Subdivision, Keaau, Puna,

Special Management Area Use Permit to allow the reconstruction of a 43-unit
condominium building and related improvements. The project site is a portion of the
Waiakea Villas condominium complex situated in the vicinity of the County of Hawaii
Department of Water Supply office building, Waiakea, South Hilo, Hawaii,
TMK: 2-2-30:3.

Special Permit to allow the construction of a non-manned microwave facility, including a
100-foot tower and antenna improvements, equipment shelter, and related improvements
on a 1,665 square foot area situated within the State Land Use Agricultural District. The
project site (referred to as "Naalehu Pasture") is located approximately 1.5 miles south
(makai) of Highway 11 and Naalehu Village, Kahilipali Nui, Ka'u,
portion of 30.

project site (referred to as "South Point") is located approximately 2,000+ feet west of
South Point Road and approximately 3.5+ miles south (makai) of t
South Point Road intersection, Pakini Iki, Ka'u, Hawaii, TMK: 9-3-1: portion of 6.

project site (referred to as "Ohia Mill") is located approximately 1.25 miles east (mauka)
of Highway 11, and approximately 6,000+ feet north of Honomalino Acres Subdivision,
Alika, South Kona, Hawaii, TMK: 8-8-1: portion of 3.

project site (referred to as "Iolehaehae") is located at the 8,121-foot elevation on the east
side of Mauna Kea, Kaohe, Hamakua, Hawaii, TMK: 4-1-6: portion of 7.

The area involved includes the former Hilo Coast Processing Mill complex and
surrounding former sugar cane lands at Pepeekeo, South Hilo, Hawaii, TMK: 2-8-07:
portions of 1 and 53.

The purpose of the public hearings is to afford all interested persons a reasonable
opportunity to be heard on the above requests. According to Rule 1 (General Rules) of the
Planning Commission, a person desiring to submit oral or written testimony shall indicate her/his
name; residence address; and whether the testimony is on her/his behalf or as a representative of
an organization or individual. If testimony is being submitted on behalf of an organization,
documentation showing membership ratification should accompany t

testimony shall be submitted with an original and nine copies prior to testifying. The
Commission would appreciate timely submittal to the Planning Department at least one week
prior to the hearing date to allow for mailing and thorough Commission review. Testimony that
is irrelevant or unduly repetitious may be limited by the Chairperson pursuant to Rule 1.
Maps showing the general locations and boundaries of the areas under consideration
and/or plans of the proposed developments are on file and open to inspection during office hours
at the Planning Department, Aupuni Center, 101 Pauahi Street, Suite 3, Hilo, HawaiÒi 96720 and
at the Planning Department Kona Office, 75-5706 Kuakini Highway, Suite 109, Kailua-Kona,
HawaiÒi 96740.
Pursuant to Rule 4, Contested Case Procedure, of the County of HawaiÒi Planning
Commission Rules of Practice and Procedure, any person seeking to intervene as a party to
a contested case hearing on item nos. 2, 3, 4, 5, 6, 7 and 8c of
to file a written request which must be received in the office of the Planning Department no
later than seven (7) calendar days prior to the Planning CommissionÓs first public meeting
on the matter. Such written request shall be in conformity with Rule 4, in a form as
provided in Rule 4 Appendix A ÐPetition for Standing in a Contested Case Hearing.Ñ The
written petition/request shall be filed with the Planning Commission at Aupuni Center, 101
Pauahi Street, Suite 3, Hilo, HawaiÒi 96720, and accompanied by
payable to the Director of Finance. Any party may retain counsel if that person so desires.
Rule 4 may be inspected or purchased ($2.50) at the above-cited location.
Any disabled person requiring special assistance or person requiring auxiliary aid and/or
services to participate in the hearing should contact the Planning Department at 961-8288 five-
(5) working days prior to the hearing so that appropriate arrangements can be made.
