Aloha -
Thank you for taking public comments on agenda item VII-1.
I beseech the EMC to strongly recommend the Hawaii County Council to do
everything possible to secure EPA funding to improve our recycling infrastructure.
This should certainly include preparing a draft RFA in collaboration with key
stakeholders and community representatives in advance of the RFA release. I would
also suggest that an experienced grant writer, either a County staffer or someone on
contract, be tasked with leveraging this opportunity with other sources, both public
and private. Finally, close coordination with other county and State officials might
preclude counterproductive competing applications.
The EPA will surely prioritize funding projects with the broadest coalition of public and
private support, expressed in both dollars and unified goals. This is an opportunity
that really needs your support, that of the Council and all stakeholders!
