Dear Mr. Sur.
I am writing in support of the County taking immediate, organized action to respond to the
RFA on improvements to the waste systems on this island.
I’ve watched a city be transformed by options provided year over year to educate and
convince citizens and businesses to reduce reuse recycle. I know it can work.
I urge you, first, to fund a facilitator at the outset, to organize stakeholders ahead of
the upcoming RFA so that the application can represent its constituency and be
nimble in responding.
In addition, please fund a professional grant writer to craft the RFA, who is skilled at
working with stakeholder groups and current staff, to identify and articulate the
monies needed, including increased County staffing and/or consultants that could
help achieve the vision presented in the grant application.
