NOTICE IS HEREBY GIVEN of the following matters to be considered by the Cost of Government
Commission of the County of Hawaii in accordance with the provisions of Chapters 91 and 92, Hawai`i
Revised Statutes, Sections 5-2.2 of the Charter of the County of Hawaii, and the Commission's Rules of
Practice and Procedure.
NOTE: Pursuant to Act 220, Session Laws of Hawaii 2021, effective January 1, 2022, Cost of
Government Commission meetings will be held online, and the location listed below is open to the public
to provide testimony. Thus, the Cost of Government Commission can be viewed live on Zoom, or at the
location listed below. Meeting minutes of the Cost of Government Commission will be posted on the
Boards and Commissions website in the Cost of Government Commission folder at

§92-3, interested persons who want to provide oral testimony may do so either at the time the Commission
takes public statements on items on the agenda, or at the time the specific agenda item is called." To register

DEFENSE AGENCY TO MEMBERS OF THE PUBLIC AND PRESS.

One or more of the following PIG(s) may present its Findings and Recommendations to the full
Commission at this meeting. Pursuant to HRS §92-2.5(b)(I)(C), the Commission cannot
deliberate or make any decision of the Findings and Recommendations presented until the next
(or a subsequent) Commission meeting.

SUGGESTED SAVINGS/EFFICIENCY AREAS, AND REVENUE GENERATION
CONCEPTS.
10. DISCUSSION ON ITEMS TO BE PLACED ON NEXT AGENDA
The Commissioners will comment on issues not on the agenda, for consideration for the
Commission's next meeting.
11. ANNOUNCEMENTS:
The next meeting of the Cost of Government Commission will be held on Thursday, October
13, 2022, at 2 p.m. by interactive conference technology call via the Zoom platform with in -
person locations available for public access.

Submitting Testimony; Those wishing to testify in person must register with the Commission
Secretary at the meeting. Those submitting written testimony at the meeting should bring ten (10) copies

All oral and written testimony will be public record.
Notice to Lobbyists: If you are a lobbyist, you must register with the Hawaii County Clerk within five
days of becoming a lobbyist [Article 15, Section 2-91.3(b), Hawaii County Code]. A lobbyist means "any
individual engaged for pay or other consideration who spends more than five hours in any month or $275
in any six-month period for the purpose of attempting to influence legislative or administrative action by
communicating or urging others to communicate with public officials." [Article 15, Section 2-91.3(a) (6),
Hawaii County Code] Registration forms and expenditure report documents are available at the Office of
the County Clerk, 25 Aupuni St., Room 1402, Hilo.
