My concern right now are burial sites in Kawaihae especially. Hawaiian Homes Commission held meetings regarding extending Right of Entry Permits in Kawaihae without addressing thePreservation rules of impacts to historic sites and burial grounds. This is a new generation of Commissioners and Staff who may not be informed, so who cares if the cattle continue to trample everywhere. Worst yet, the Highway will build over them. Example: above the National Park is an area blocked with boulders but bikers and sunset watchers use for bathroom.Ironman is coming up and practicing is happening. I have proposed someone install a No Parking sign or a Cemetery sign. Seems the cost less function. Then the police can move the people away from this area. So the GP recognizes the function but not how to mitigate the problems. The CDP does notidentify any sites, the State highways did an EIS for the pocket lane but the lane is non- functional because it was done wrong, the Army UXO confirmed the location 5 years ago; andnothing happened. Whose protecting the burial sites? The burials are not identified in the General Plan and the South Kohala CDP. Nobody from Kawaihae is seated on this Council, nobody knew about the steering committeein the beginning to have a say from the beginning. This CDP is unique from the others because it’s suppose to have 4 communities represented. Kawaihae can use an update in the Historic sites section-now that the traffic to the harbor(s) seems to be increasing and overflow parking is a problem and signage is needed. I would think the other sections of the GP need updates as well, especially since Kailapa is looking for more potable water and infrastructure. The cost of water is too high for some of our families. After all these years, we need to implement an emergency road out of Kailapa subdivision. The fires and goats along with climate change means the Kawaihae section of the CDP document need some County attention. Lastly, I wonder if the County can acquire CIP funds to build the Harbor By Pass Road and then turn it over to the State Highway; like the Mamalahoa Highway at Waimea DHHL to Pu’u Nani Subdivision. Sure like to see these items on the agendas going forward. Please reply.
