Support Bill 194 re stronger zoning extension rules
Aloha commissioners:
During my 40 years living on this island, I've seen projects on the back burner for decades brought forward
time and again for extensions. During those years and decades, our island has changed more dramatically than
most people could ever have predicted (except maybe those in the private and government sectors who've been
pulling and pushing for unbridled population growth). At this very moment in Kailua-Kona, traffic isn't moving
in many areas where traffic wasn't previously an issue. The reason: the lack of and poor planning including
allowing the proliferation of STVRs in neighborhoods ill-equipped to handle the growing onslaught of cars and
tourists in non -resort neighborhoods. And then there's climate change. Who would've thought, right? (Or,
really, it's more like, Who bothered to listen?) And that's just two of many strong examples of why old
development proposals should be required to meet a totally new review process in a totally new paradigm. And
it makes sense that those proposals should be reviewed by an elected body (aka County Council) rather than
administration appointees since there are so many consequences many dire that come from those
decisions.
Another challenge this bill can help balance is over -speculation. Speculation often creates a dead-end street that
harms our communities by artificially raising the value of property and housing to where it becomes impossible
for residents especially first time homebuyers to own a home. And, though often illegal (ask forgiveness
rather than permission) many of those properties are bulldozed before they're even rezoned. This can have
significant negative and unnecessarily adverse environmental affects on those areas and beyond.
We can't leave our communities' best interest to the good will or wishful thinking of our planning department.
We need legal, protective action NOW that includes the ability of the public and their elected officials to take
part in updated, proper review of development proposals to insure that they continue to fit with the times and
needs of residents not just for those gunning for more development and speculation.
