with our communications, | personally received her email a few days ago as shown by the screenshot below,
thereby missing the Commission's initial hearing on this matter.

department for the official record which will then be shared with the both the Leeward Planning Commission
and County Council.

Thank you both for taking the time to submit your concerns to Mr. Cravalho. We apologize for
the length of time it has taken to provide you with this response as we wished to be very
thoughtful and considerate of the many questions that you had regarding this proposal.
We also noted that your letters were not shared with the Planning Department, which you have
every opportunity to do. We did not wish to forward your letters to the Planning Department
without your consent and against your intentions, so this response will similarly not be copied to
the Planning Department.
The proposal as part of this change of zone request is for two food trucks, portable tables and
toilets. Based on the concerns raised by yourselves and others in the community, Mr. Cravalho
is willing to initially reduce the proposal to a single food truck in order to proceed in a cautious
manner to ensure that the food truck operation is managed properly to the extent that it will
minimize the effects upon traffic along Hoea Road and its intersection with Akoni Pule
Highway. One option that was discussed was the emphasis on promoting mobile orders and
take -away to further reduce the possibility of vehicular congestion within the property. Not
having on -site seating may be another opportunity to reduce the amount of time customers
remain on the property, further reducing the possibility of congestion.
While Mr. Cravalho understands that there may be other locations that provides for additional
parking opportunities, it was the location of this particular property in proximity to existing
Commercial -zoned lands that led him to believe that a food truck operation could be beneficial
for the community, especially given the transitory nature of a food truck operation that does not
rely upon permanently constructed improvements. The overall size of the food truck has not yet

been finalized, but regardless of the size, Mr. Cravalho will start with only one food truck in
order to gauge the operations and ensure proper management of traffic visiting the property.
Regarding adequacy of sight distance at the Hoea Road-Akoni Pule Highway intersection, the
State Department of Transportation, in its comments on this application, did not express any
concerns regarding existing sight distance conditions, but only that the lack of adequate on -site
parking could create unwanted parking along the highway which will then create sight distance
concerns. The adequacy of sight distance at this intersection were not expressed by the County,
which owns and maintains Hoea Road. Starting with only one food truck and working with the
Planning Department to provide additional on -site parking, along with efforts by Mr. Cravalho
and the food truck vendor to manage clients on proper parking protocols, is a reasonable
approach to managing activities on the property in a measured way that will best address these
parking and traffic -related concerns.
Mr. Cravalho understands the parking and traffic -related concerns that have been raised by
yourselves and others in the community, and will continue to look at opportunities to address
these concerns, some of which have been articulated in this letter.

This letter is to respond to the Notice of Change of Zone Application with the Planning Department
application of Dwayne Cravalho, TMK 5-5-009:019 located in Hawi Town, Ka'auhuhu, North Kohala
changing from Agricultural land to commercial usage. I have a few issues that I would like to address.
Dwayne wants to put two food trucks, picnic tables and chairs, and two port -a -potties. Correct? Are the
food trucks permanently stationed there? 11W1111 be large trucks, trailer food trucks into Kohala? There
won't be a lot of parking are for both these trucks that drive in with the food trucks or patrons.
Has anyone walked this small land parcel? The land Is on the makai side of the Akoni Pule Highway Road
(two lanes only) that comes into Kohala. The traffic flows continually throughout the day and night, the
influx of cars coming in and out of Kohala. Vehicles trying to park for the lunch trucks would be an
accident waiting to happen. This is a blindspot for those who are going to turn at the last minute. Cars,
trucks, semi -trucks and delivery trucks driving into town will have to do a sudden stop for those who
choose to stop to eat. This really isn't a good area. Mr. Cravalho has several other Kohala land parcels
that may be better accessible areas/ locations that would be best to accommodate food trucks and not
conflict with the flow of traffic.
The Hoea road that turns left towards makai has residents driving up and down daily. This road is also
,used by the County Roads Division and Police to refuel their vehicles, trucks, and machines to start their
daily workdays. There are also several farms that workers need to drive down Hoea road daily as well.
There are several food truck vendors from Kohala that are set up along the way in town and out towards
Ainakea, and several outside truck vendors use the Kohala Hub parking lot and Old Ace Hardware store
located across the Kamehameha Park. These areas have a lot of parking space and are not situated right
next to the main road that leads into and out of Akoni Pule Highway. Right now all food trucks and
restaurants are not doing well financially with Covid. With Dwayne Cravalho's food trucks, tables, chairs,
port -a -potties, will it be take-out orders and no seating for patrons? There are tables and chairs on map.
Would it be grab and go? That is another issue to question.
