AGENDA
NOTICE IS HEREBY GIVEN of the following matters to be considered by the Game
Management Advisory Commission of the County of Hawai’i in accordance with the
provisions of Chapters 92-7, Hawai’i Revised Statutes, as amended; Section 6-7.5(a) Chapter 9
Section 6-9.3 of the Charter of the County of Hawai’i, and the Commission’s Rules of Practice
and Procedure.
Pursuant to Act 220, Session Laws of Hawai’i 2021, which amended the Sunshine Law to
allow meetings to be remotely conducted online, effective January 1, 2022, The Game
Management Advisory Commission meetings will be held online, and the location listed below
is open to the public to attend the meeting in person and provide testimony. The Game
Management Advisory Commission can be viewed online or at the location listed below.

STATEMENTS FROM THE PUBLIC: The Commission will accept both written
testimony and oral testimony. All written testimony will be a part of the permanent record

agenda is called, or at the sole discretion of the Chair.

4. PRESENTATIONS:
a. DOFAW West Hawai’i Wildlife Biologist Kanalu Sproat will discuss general Administration rule
changes in public hunting areas.
5. OLD BUSINESS:
a. Discuss and make a motion to Laupahoehoe Boat Ramp and Seawall Investigation
Committee.
b. GMAC development and finalization of Draft Rules.
c. Letter to Mayor Roth for approval of GMAC’s “Out Doors Day” event.
d. Finalize Puuanahulu/Puuwaawaa Rules Change Committee.
6. NEW BUSINESS:
a. GMAC discussion regarding effects of changed meeting time.

c. Discuss recommendations for a GMAC representative for the HCR17, West Hawai’i
Ungulate Control Task Force.
7. ANNOUNCEMENTS:
a. Fall bird hunting season runs from November 5, 2022, to January 30, 2023.
b. Rule changes to lower Puna hunting areas.

a. GMAC Investigatory Committee – Laynet Rule Changes –

Discussion to finalize committee and chairperson.

Executive Session: The Game Management Advisory Commission anticipates it may convene in
one or more executive sessions regarding the above matters listed on the agenda, pursuant to
HRS Sections 92-4 and 92-5 (a)(4), for the purpose of consulting with the Board’s attorney on
questions and issues pertaining to the Commission’s powers, duties, privileges, immunities, and
liabilities. A 2/3 vote pursuant to HRS Section 92-4 is necessary to hold an executive session.
Executive session is closed to the public.
Anyone wishing to discuss an item that does not appear on the agenda should call the commission
secretary at 808-323-4444 or email Barbara.Kossow@hawaiicounty.gov to have the subject placed
on the next available agenda.
Note: A meeting held by interactive conference technology shall be automatically recessed for up
to 30 minutes to restore communication when audiovisual communication cannot be maintained
with all members participating in the meeting or with the “in-person” location identified in this
agenda. The meeting may be in-person when either audiovisual communication is restored, or
audio-only communication is established after an unsuccessful attempt to restore audiovisual
communication. If it is not possible to reconvene the meeting as provided in this subsection within
30 minutes after an interruption to communication, then the meeting shall be automatically
terminated.
