Pursuant to the Mayor's Proclamation regarding COVID-19, to prevent the spread of the Corona
virus and to ensure social distancing, this meeting will be held online via ZoomGov platform and
in-person at the Office of the Prosecuting Attorney at 655 Kilauea Avenue in Hilo. Committee
members and members of the public may attend either online, by telephone, or in-person.
Anyone wishing to provide testimony on an agenda item may do so by submitting it

MEETING MINUTES
Wednesday, September 21, 2022

I.CALL TO ORDER
The meeting was called to order at 9:46 a.m. by Shana W. Kukila, acting chair for the
meeting.
II. ROLL CALL
Present: Andrew Langtry, Shana Kukila, Dr. Hannah Preston-Pita, Rachelle
Agrigado, Christina Basham, Diana Mellon-Lacey (Ex-Officio).
Elena Cabatu arrived at 10:00 a.m. to chair the meeting.
Excused: Farrah-Marie Gomes, Lisa Pana, Evelyn Kahea Lee.
III. APPROVAL OF MINUTES for August 17, 2022
Andrew motioned to approve; Hannah seconded the motion; committee voted to ap-
prove the minutes.
IV. TREASURER'S REPORT
A. Approval of Treasurer's Report
No report per Andrew, who said the county did not provide one as requested.
ACTION ITEM: Diana said she will follow up with accounting.

None. Liaison not present.
C. Family Violence Interagency Committee (FVIC)
Shana reported there was no East Hawai'i FVIC meeting in lieu of the DV Vigil
meetings. She said the DV Vigil in Hilo is on October 7 at 4pm at the Kame-
hameha Statue. Christina reported that the West Hawai'i FVIC did meet, and the
Kona DV Vigil is on October 28.
D. Missing Murdered Native Hawaiian Women and Girls (MMNHWG) Task Force
No report.

a. Nomination and Election of Sub-Committee members
Rachelle Agrigado was nominated by Hannah and Shana to be on the
Outreach Subcommittee. Hannah moved and Andrew seconded the mo-
tion to officially include Rachelle in the Outreach Subcommittee. The

committee voted in favor of Rachelle Agrigado to be officially on the Out-
reach Subcommittee.

Shana said she posted for Hawaiian History Month and other events.
She requested the committee to visit the page and engage with posts and
invite others to join in an effort to help raise awareness of the page.

a. 2022 Year of the Mother

September—working mother and Hawaiian mother
October Domestic violence, Malama bags: working with HCC —
Donna Madrid to vote on whether or not we can partner with HCC
on this project October 21s, -
November visit with kupuna, Malama bags
December gifts/Malama bags for moms at risk
Move to vote on the project rationales with the approval and dis-
cussion of request for$1100.
Andrew asked during discussion to be a little bit more specific on
the expense. Shana explained that funds for food will be re-
quested from the county council like in May. Andrew said it could
come from the ? account, so it can be done.
Hannah moved to approve the project rationale; ? seconded; the
committee voted unanimously to approve the project rationale and
budget presented by the subcommittee for September to December
2022.
Shana asked for help with hanging the banners. Christina offered to
hang one in Kona, and asked if Shana could send over the banner
with Allen the next time he comes over.

Shana asked everyone to save the date of December 21 at noon for
the wrap up luncheon for the project at the Kona county council
chambers.
b. Teen Dating Violence
1. Distribution log
Shana has distributed two boxes to the Hui Malama Ola Na `Oiwi's
Ladies' Night Out event in September.
ACTION ITEM: Shana will send a box to Christina via Allen.
Motion to print out more teen dating violence and I am cards (sex
trafficking and DV)—Andrew$182 to print the last time. $500 set
aside to print out all cards.
Elena motioned to print more cards; Rachele seconded the mo-
tion. The committee voted in favor.
Andrew noted during discussion that we have $1000 for printing.
He recommended 1000 copies.
ACTION ITEM: Elena will send the copy of the cards to Allen to
look into purchasing and printing.

Praise for our current amber alert system and the community com-
ing together was amazing when a teen was abducted recently in
Waikoloa.

ACTION ITEM: Elena and Farrah to work on a public re-
sponse/statement to domestic violence and issues such as the the
recent abduction of a Waikoloa teen and the murder of a
Hawaiian Beaches woman. Shana suggested that this statement
could be read at the HCC DV Summit on October 21.

X. ANNOUNCEMENTS
A Domestic Violence Vigil sponsored by the Hawai'i County Prosecutor's Office was
held on October 7, 2022 in Hilo. All CSW members were invited to participate.

The meeting was adjourned by Vice Chair Elena Cabatu at 10:54 a.m.
