REGULAR MEETING MINUTES / September 8, 2022

Chair Konowicz called the meeting to order with quorum.

Debbie Hecht Testified and provided Written Testimony (attached)
Follow-up / clarifying comments by Commissioners:
Zoom meetings are not required if a Board or Commission chooses to meet “in-
person” only.
There is a form on the County website – located on the mayor’s page- where the
public can leave anonymous comments, concerns.
Ms. Hecht will provide, through Commission Secretary, her sample policy
language and an example of a County Manager and Board of Supervisors (Pima
County Arizona / Tucson) which was successful in circumventing politics to
forward the work of government, which could be adapted to Hawai‘i County.
Commissioner concerns over changing the County Charter.
The PONC PIG will meet with Ms. Hecht to dig deeper into her testimony
regarding PONC.

Comm. Obenski moved to approve the August 25, 2022, COG Commission
Meeting Minutes

Discussion: Comm. Wakat will abstain from the vote as she was not present at
the meeting

\[2:50 p.m.\] \[4\] STATUS REPORTS OF PERMITTED INTERACTION GROUPS
4(a) BUILDING DIVISION – Report Submitted (attached)
4(b) INFORMATION TECH. - Report Submitted (attached) – The PIG received
only 1 survey response from IT staff
Discussion: Final Report format – Comm. Wakat will share an example of a
report format with Commission Secretary to distribute to the Commission for
review. The Final Report format will be placed on the agenda at a subsequent
meeting for discussion and decision-making as to form.
4(c) DEM – No report. PIG will share a report ahead of the 9-22-22 meeting.
4(d) COUNTY FLEET – (attached) Report submitted after the 48-hour Board
Packet window. Commission Secretary distributed report to the full Commission
via email at 2:45 pm
4(e) BOARDS/COMMISSION – No Report.
Discussion: Comm. Matson commented on concerns re: CDP(s) and outside
consultants tasked with generating reports. The taxpayer funded contracts and
should be accessible, transparent and have some way to measure the price vs
outcome and the long-term benefits to the public. Suggestions: Department of
Research and Development could have a queue of active reports with some sort
of a “report card” as to timelines, outcomes, and relevance.
4(f) REVENUE- No Report
Discussion: There are three (3) areas of recommendation cited in the 8.25.22
Report: (1)Rental Cars, (2) Vehicle Registration, and (3)ATV fees
Discussion: Commissioners agreed that all three (3) recommendations could be
included in the Final Report
4(g) PONC – No Report. The PIG have a scheduled meeting with Debbie
Hecht on 9/16/2022, and will distribute a report prior to the 9.22.22 meeting.

ON PRIORITY FOCUS AREAS, SUGGESTED SAVINGS/EFFICIENCY
AREAS, AND REVENUE GENERATION CONCEPTS
Discussion: None
\[3:42 pm\] \[6\] DISCUSSION OF ITEMS TO BE PLACED ON THE NEXT AGENDA
Discussion: The scheduled 9.15.22 is unnecessary and will be cancelled.
Comm. Obenski moved to cancel the 9.15.2022 meeting of the Cost of Government
Commission
Comm. Wakat seconded the Motion.
Discussion: None
The 9.15.22 meeting of the Cost of Government Commission will be cancelled. A
cancellation notice will be posted on the County Calendar and on the in-person
meeting site on the day of the meeting.

The next meeting of the Cost of Government Commission will be September 22,
2022, at 2:00 p.m.
