Aloha planning commissioners,
I've sent testimony earlier and will say again that I strongly support the intent and content of Bill 194 as a way to insure
that developers are who they say they are and do what they promise to do — not just for their bottom line, but for our
communities.
Rezoning is consistently used as a way to increase property value for speculation purposes, not for the betterment
of communities they often promise they'll be helping by their development proposals. Periodic review of proposals
are necessary to insure the promised projects are on track as proposed and then permitted by the County, with the
County Council having the final say on time extensions if they're actually necessary. If a time extension is, indeed,
deemed necessary through rigorous review, it should only be given long before the proposal's time limit for
completion has been reached — the amount of time to be not more than 5 years for most projects.
I've been involved in land use issues for most of my 40 years living in Hawafi. The news of projects being given
extensions for their plans has been a constant. It's long past time to put an end to it except for exceptional
purposes.
Mahalo to Council member Inaba for tackling this issue which holds our county up from providing necessary,
affordable housing that makes sense in the big picture and long run.
