Kimball, Council Me SUBJECT: Providing the Office of Housing and Community Development data indicators to report on outcome measures as outlined in the Strategic Roadmap for Housing and Homelessness September 2022. Attached is a set of data indicators providing the Office of Housing and Community Development a framework to report on baseline and annual outcome measures for the newly created Strategic Roadmap for Housing and Homelessness, as presented on September 20, 2022. Contained within the first reporting period, a baseline on housing and homelessness: A. Homelessness status data should include(at minimum): i. At-risk of homelessness data to include 1. Number of youth who will age out of foster care 2. Number of individuals who will re-integrate from incarceration 3. Number of individuals receiving unemployment benefits 4. Number of Asset Limited Income Constrained Employed [ALICE] households 5. Average cost ofrent vs average household income,by council district 6. Total number of households on the Section 8 waitlist 7. Total number of households on the Department of Hawaiian Home Lands [DHHL] waitlist 8. Total number of households engaged in mediation due to eviction a. Total number of eviction warrants served 9. Total number of hotel industry staff who report regularly sleeping in their vehicle 10. Total number of overcrowded households (rental and owned)by council district. ii. Individuals experiencing homelessness data to include: 1. Quarterly Point-In-Time counts vs registered in Homeless Management Information System [HMIS] 2. Average days from HMIS registration to housed a. Single female b. Single male c. Single non-gender conforming d. Single parent with children e. Couple with no children f. Couple with children 3. HMIS registration data showing unit size and zip code needed to house individuals vs available rental stock a. Room b. Studio c. 1 bedroom [BR] d. 2BR e. 3BR f. 4+BR 4. HMIS registration data showing treatment programs and long-term care facilities needed a. Beds needed for mental health b. Beds needed for substance abuse and recovery c. Beds needed for long-term elder care d. Year-to-date [YTD] housed e. YTD remain housed 6+ months, 1 year, 2 years f. YTD recidivism 5. Capacity to provide services within the wraparound framework a. Identified pathways and resources for Hawaii Island residents to access training programs to become a Certified Substance Abuse Counselor or 12 Core Functions of the Alcohol or Substance Abuse Counselor b. Identified resources for Hawaii Island residents to access programs such as Assisted Community Treatment [ACT] c. Identified pathways and resources for Hawaii Island residents to access training programs for Social Service Navigators, Career Navigators, Health Navigators, Mental Health First Aid, Trauma Informed Care, and Talk-Therapy d. Identified pathways and resources for Hawaii Island residents to provide transportation for individuals housed to provide access to court appointments, health, mental health, and wellbeing appointments, social services, lifelong learning opportunities, civic engagement, employment, transportation to emergency shelter in times of disaster, basic needs shopping, banking, faith activities, and social interaction. iii. Housing status data should include (at minimum): 1. Average monthly inventory of available rental housing units and average rent costs by council district. 2. Average monthly inventory of available for purchase housing units and average costs by council district. 3. Number of new construction building permit applications processed, approved, and issued for single family residential structures, by council district. 4. Number of new construction building permit applications processed, approved, and issued for multi-family residential structures by council district. 5. Number of 201H applications filed,by council district. 6. Construction industry Capacity(workers). Increased number of graduates in construction, engineering (design and plans review), other related trades, and new contractor licenses issued for Hawaii Island. 2. Annually and therefrom, beginning on November 1, 2022, an assessment of the status of homelessness and housing benchmarks as related to the outcome measures stated in the PLAN to include: A. Assignment of resources/funding/expenditure or the like assigned to related benchmarks and outcome measures. B. Updates on the data points listed above. C. Explanation on why funding should be continued. B. If there are changes to the PLAN, how was it decided to change?
