RESOLUTION N .
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
LIONS FOUNDATION TO SUPPORT THE DOWNTOWN HILO CHRISTMAS
LIGHTS PARADE.
WHEREAS, the Big Island Lions Foundation is a 501(c)(3)nonprofit organization
comprised of four(4) East Hawaii Lions Clubs whose mission is to improve health and well-
being, strengthen communities, and support those in need through humanitarian services and
grants that impact lives globally, and encourage peace and international understanding; and
WHEREAS, as a result of the COVID-19 pandemic, the 2021 Downtown Hilo
Christmas Light Parade was conducted virtually; and
WHEREAS,the Downtown Hilo Christmas Light parade brings members of the
community together to express their gratitude, sense ofjoy, and appreciation during the holiday
season; and
WHEREAS, the Big Island Lions Foundation will reintroduce this landmark community
event on Saturday,November 26, 2022, at 6:00 pm; and
WHEREAS, the Big Island Lions Foundation is requesting funds for Special Duty Police
Officers for the Downtown Hilo Christmas Lights Parade; and
WHEREAS, the Department of Liquor Control supports organizations that promote
family-friendly events and activities in a drug-free and alcohol-free environment; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 3 will be appropriated to the Department of
Liquor Control to provide a grant to the Big Island Lions Foundation to support the Downtown
Hilo Christmas Lights Parade.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
