Mahalo, Pedro and Jane Tama WindwardPlanningCommssion Nov 3, 2022, 9am PL-SPP-2022-016 Testimony We are George Pedro Tama and Jane Tama, owners, TMK (1)-3-1-002-118 13-6516 Kalapana-Kapoho Beach Rd, Pahoa, HI 96778 Our home and small farm is the closest neighbor to the Applicant's proposed holistic education retreat center, approximately 350 ft from the the center's main activities. We support the Applicant's proposed project with some appropriate conditions. We appreciate the resort's workshop & retreat operating hours, along with silent hours from 9pm to Sam. What the Application has not addressed is the acceptable level of noise during operating hours, especially during evening and nighttime activities, when some of us retire early. For the past twenty years our normal bedtime is 8 pm. This is not uncommon in rural, agricultural, Hawai'i. Over the past 5 years the music, drumming and occasional loud personal -growth workshop screams have impacted our lives. Much of this is normal and to be expected from such a retreat center. But this type of noise after 8 pm impinges greatly on our ability to sleep. And that ability is crucial for our health, especially as we are both recent cancer survivors and always in danger of a recurrence. We are also aware that, in the past, several other neighbors have complained about the noise coming from the Applicant's eco-village resort. We therefore respectfully request the Planning Commission to place a condition of Permit Approval that sound -proofing of the upstairs rec rooms of the multi -purpose buildings L and M (where most workshops, classes, & events are likely to occur) be required; and that workshop and event hours cease operation at 8pm instead of 9 pm. If this is not possible, that a condition be placed that loud noise, music, drumming. etc., is prohibited between 8pm and 9pm. Thank you for your consideration, and Aloha, Pedro and Jane Tama
