Chair Konowicz called the meeting to order with quorum.

Public Testimony on the Final Report
John Helton – Submitted oral and written testimony on exceptions to the
Konno Decision
Joe Kent – Submitted oral testimony on the permitting system and the
Konno decision

MOTION
Comm. Kusch moves to approve the October 20, 2022, Meeting Minutes.
Comm. Wakat seconds the Motion.
Discussion: Typing error at 2:14 pm – to be corrected

\[5\] COMMISSIONER REMARKS ON THE 2022 COMMISSION
\[2:16 pm\] Comments: Comm(s) each acknowledged the work accomplished and voiced
appreciation for the team and the process. Chair Konowicz encouraged further
participation by Commissioners in the various aspects of County government.
\[2:39 pm\] \[6\] ANNOUNCEMENTS
The Final Report will be presented to the Finance Committee on November 15,
2022. Keyra Wong will email the Finance Committee Agenda to the Commission
as soon as it is published (6 days prior). Commissioners may appear remotely or
in-person, in either the Hilo or Kona Chambers and testify as to the agenda item,
as well as remain for any clarification questions the Finance Committee members
may have.
The final meeting of the COG Commission will be Thursday, November 17,
2022, from 11:00 am – noon. An appreciation luncheon will follow on the
mayor’s lanai.
