HomeMy WebLinkAbout2011-01-06 Windward Planning Commission Minutes WINDWARD PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES JANUARY 6, 2011 The Windward Planning Commission met in regular session at 9:03 a.m. in the County of Hawai‘i Councilroom, County Building, 25 Aupuni Street, Hilo, Hawai‘i with Chairman Zendo Kern presiding. COMMISSIONERS PRESENT: Zendo Kern, Dean Au, Takashi Domingo, Wallace Ishibashi, Stephen Ono, and Rell Woodward STAFF PRESENT: Julie Mecklenburg (Deputy Corporation Counsel), Daryn Arai (Planning Program Manager), Phyllis Fujimoto (Staff Planner), Maija Cottleand Jeff Darrow (Staff Planner). The Chair introduced the staff and Windward Planning Commissioners to the public and described the procedures to be followed for today’s meeting. The Commission took the following item up at 9:06 a.m. with 12 people from the public in attendance: APPLICANT: YAMADA & SONS, INC. (SPP 10-110) Application for a Special Permit to allow for the establishment of a quarry and related uses on 14.99-acre portion of a larger 2,500±-acre parcel situated within the State Land Use Agricultural District. The project site is located to the south of the Hilo Sanitary Landfill and adjacent to the -1-13: Portion of 2. (SEE EXHIBIT A) The Commission took the following item up at 9:26 a.m. with 8 people from the public in attendance: APPLICANT: CROWN CASTLE GT COMPANY LLC (USE 10-023) Application for a Use Permit to allow the removal of an existing 111-foot tall telecommunication monopole and the construction of a 104-foot tall steel telecommunication monopole, antennas and related improvements on a600-square foot portion of a larger 2,000+-acre parcel situated in the County’s Agricultural-zoned district. The project site is located approximately 1.5 miles south (makai) of Highway 11 and Na‘alehu Village, Kahilipali Nui, Ka‘u, Hawai‘i, TMK: 9-5- 007: Portion of 16. (SEE EXHIBIT B) The Commission took the following item up at 10:00 a.m. with 7 people from the public in attendance: APPLICANT: CORAL WIRELESS, LLC dba MOBI PCS (USE 10-024) Application for a Use Permit to allow the construction of an 80-foot tall telecommunication monopole with 6-foot tall panel antennas and related facilities on an approximate 200-square foot portion of a 21.03-acre parcel situated in the State Land Use Agricultural District. The property is located in Waipunalei, approximately one mile north of the town of North Hilo, Hawai‘i, TMK: 3-6-004: Portion of 7. (SEE EXHIBIT C) MINUTES – At10:15 a.m., the Commission took up the following minutes: December 14, 2010 – It was moved by Commissioner Woodward and seconded by Commissioner Domingo that the minutes be approved. Motion was unanimously carried by a voice vote of all members in attendance. ADMINISTRATIVE MATTERS – The following were discussed under administrative matters: Hu Honua Contested Case (SMA 221) –Mr. Arai gave a status update on the contested case proceedings. He said as soon as Hearings Officer Robert Crudele closes the hearing, it would start the 45-day clock by which the Hearings Officer would submit his report to the Commission, noting March would be the earliest this matter can be brought before the Planning Commission again. In response to Commissioner Ishibashi’s inquiry Mr. Arai said the County and Hu Honua did submit their proposed Findings of Fact in a timely manner; and Mr. Steven Strauss who represents all the intervenors has yet to submit his findings, noting it was up to the Hearings Officer to allow a late submittal. He said he wants to provide adequate time for the Commission to review all the materials as it is voluminous.
