HomeMy WebLinkAbout2011-03-17 Leeward Planning Commission Minutes LEEWARD PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES MARCH 17, 2011 The Leeward Planning Commission met in regular session at 9:37 a.m. in the King Kamehameha's Kona Beach Hotel, Ballroom I, 75-5660 Palani Road, Kailua-Kona, Hawai‘i, with Chair Geraldine Giffin presiding. COMMISSIONERS PRESENT: Geraldine Giffin, Brandi Beaudet, Lani Bowman, Thomas Hickcox, Frederic Housel, Wayne Iokepa and Richard Nelson STAFF PRESENT: Julie Mecklenburg (Deputy Corporation Counsel), Margaret Masunaga (Deputy Planning Director), Daryn Arai (Planning Program Manager), Jeff Darrow (Staff Planner) and Maija Cottle (Staff Planner) The Chair introduced the commissioners and staff to members of the public. Commissioners Iokepa, Hickcox and Beaudet offered a Hawaiian chant in honor of Kauikeaouli, King Kamehameha III, for celebration of his birthday (SEE EXHIBIT A). The Commission took up the following item at 9:41 a.m. with approximately 15 people from the public in attendance: APPLICANT: KEN VEROSKO dba SOUTH KONA FRUIT STAND (AMEND SPECIAL PERMIT NO. 1253) Amendment to Special Permit No. 1253, which allowed the establishment of a smoothie stand on a 0.5-acre portion of a larger 6.2-acre parcel of land situated within the State Land Use Agricultural District. The amendment request is to increase the days and hours of operation, increase the number of employees, allow the sale of food and non-food items including products from other farms, and enlarge the permit area to 1.5 acres. The project site is located along the east (mauka) side of ,– City of Refuge Road junction, Keokea, South Kona, Hawai‘i, Tax Map Key 8-4-15: portion of 4. (SEE EXHIBIT B) The Commission took up the following item at 10:08 a.m. with no one from the public in attendance: APPLICANT: WILLIAM C. AND PATRICIA C. BERGIN (SPP 11-113) Application for a Special Permit to allow the establishment of a kennel and small animal veterinary facility on approximately 1 acre of land situated within a larger 11-acre parcel located within the State Land Use Agricultural District. The property is located subdivision along the northwest (makai) side of Pu‘u Huluhulu Road, approximately 2,200 feet , Lllo, South Kohala, Hawai‘i, Tax Map Key 6-6-005: portion of 013. 1 (SEE EXHIBIT C) The Commission took up the following item at 10:45 a.m. with one person from the public in attendance: APPLICANT: MICHAEL ROGERSON dba THUNDER ALLEY AUTOMOTIVE (SPP 11- 114) Application for a Special Permit to allow the establishment of an automotive restoration repair shop, storage area and accessory uses on 32,000 square feet of land situated on a larger 2.38-acre parcel within the State Land Use Agricultural District. The property is located along the west side of White Road approximately 1,650 feet south from its intersection with nd Highway), Pu‘ukapu Homesteads, 2 Series, South Kohala, Hawai‘i, TMK: 6-4-018: portion of 033. Mr. Darrow stated that the Department had received a letter from the applicant, dated March 16, 2011, withdrawing his application. In response to Commissioner Housel’s question, he confirmed that the filing fee for the petitions for standing in a contested case hearing would be refunded to the two petitioners since the hearing had not commenced. MINUTES - The Commission took up the following minutes at this time, 10:48 a.m. February 17, 2011 – In response to the Chair’s concern regarding how commissioners’ attendance was seemingly recorded inconsistently, Mr. Arai explained that transcripts were specific to each agenda item whereas summary minutes were for the entire meeting. For example, if a commissioner came late and totally missed the hearing of an item, the commissioner would be recorded as absent for the particular transcript, while the summary minutes would show the same commissioner as present, with a notation of the time he/she joined in. It was then moved by Commissioner Iokepa and seconded by Commissioner Hickcox that the minutes be approved as circulated. Motion was unanimously carried by a voice vote of all Commissioners in attendance. ADMINISTRATIVE MATTERS – The following was reported under administrative matters: William C. Foulk Contested Case (SMA 10-41) – Mr. Arai stated that the applicant had withdrawn his application, and that the contested case hearing planned for June was therefore cancelled. He th added, however, that a regularly scheduled meeting for June was still set for the 16. Ms. Mecklenburg had nothing to report. ANNOUNCEMENTS – Mr. Arai announced that the next meeting on April 21, 2011, would be held in the Community Center at the West Hawai‘i Civic Center. This meeting being Commissioner Housel’s last meeting, Mr. Arai expressed his gratitude to Commissioner Housel for his dedicated service to the County. Commissioner Housel responded by thanking for everyone’s support over the years.
