RE: APPLICANT: SHAWN MAILE NAKOA, ESQ. (PL-REZ-2022- 000017)
Application for a Change of Zone from an Agricultural- 5 acres (A-5a) to a Family
Agricultural- 1 acre (FA-Ia) zoning district for 5. 29 acres of land. The subject property is
located at 77- 6632 A Kuakini Highway, approximately 0.25 miles northwest of its
intersection with Kamehameha III Road, Pahoehoe Is'- Kapalaalaea 2nd ( Beach Sec.),
North Kona, Hawaii, TMK: (3) 7- 7- 008: 062.
I respectfully submit my statement of opposition to the change in classification status from SA (A-5a) to 1A
(FA-Ia).
One of my concerns involves the lack of a plan for wastewater management.
Perhaps the developer is envisioning that every lot owner would be required to Install a septic tank and
leach field. It is regrettable that this system of treatment requires adequate soil with organic matter to
provide the substrate for beneficial microbial action to act upon nitrogenous waste. Many rocky/sandy
locations in West Hawaii do not have the proper substrate for an effective on -site standard septic tank/leach
field treatment system. The county DEM is already aware of the inadequacy of the standard system. That's
why the DEM has been exploring the 'layer cake' septic system. It's a bit absurd to require the installation of
an expensive septic system when the outcome in many situations is that it doesn't do the job of treating raw
sewage..........
It would be much better to be connected to the public wastewater collection system.
Another concern I have is for Endangered Species habitat. My understanding is that an official survey was not
conducted.
Archeological survey should be conducted again as the last survey was done 1987 and new burial grounds
have been discovered since.
SAFETY! Access to Kuikini Highway would clearly present a traffic hazard.
Speaking of Kuikini, we already experience slow traffic on Kuikini Highway, especially during work commute
hours.
Development must be done responsibly.
