The Planning Commission met in regular session at 9:07 a.m. in the King Kamehameha's Kona
Beach Hotel, Islander Room, 75-5660 Palani Road, Kailua-Kona, Hawaii with Chairman Fred
Galdones presiding.

Continuation of a hearing on theapplication for a Shoreline Setback Variance to allow the
construction of an outdoor seating lanai to the existing restaurant proposed within the 40-foot
shoreline setback area. The property is the site of the existing Kona Inn Shopping Village, Kailua
Village, Kailua-Kona, Hawaii, TMK: 7-5-7:21.

APPLICANT: PARKER SCHOOL BOARD OF DIRECTORS (USE 05-001)
Discussion and action on the Hearing Officers report on a Use Permit to allow the establishment
of an elementary school on 2.635 acres of land zoned Agricultural 1-acre (A-1a) and situated
within the State Land Use Urban district. The property is located along the southeast side of
Kapiolani Road, approximately 550 feet east of the Kapiolani Road-Lindsey Road intersection,
Waimea, South Kohala, Hawaii, TMK: 6-5-4: portion of 25.
Mr. Hayashi told the Commission that the applicants representative Mr. Vitousek has submitted
a letter dated October 17 which was circulated to the Commissioners requesting the hearing be

continued to the November 18 meeting since he had a prior commitment and is out of town.
Mr. Hayashi stated that the Intervenors attorney Mr. Allen Wooddell was contacted and agreed
with the continuance therefore the Planning Department is recommending that this be continued.
There was no one from the public to testify on this matter.

ADMINISTRATIVEThe Commission took this item up at 10:56 a.m. with
MATTERSno one from the public in attendance.
Deputy Corporation Counsel Ivan Torigoe had nothing to report.
Mr. Hayashi stated that although theCommission continued the Lava Kuakini Application to the
November 18th meeting it will depend on the issues that need to be resolved whether it will be
put on that agenda or the agenda of a later meeting. Mr. Hayashi said that they would know

sometime early next week as to whether it will be on the 18 agenda. Chair Galdones approved.
ANNOUNCEMENT The Commission took this item up at 10:58 a.m. with
no one from the public in attendance.
Mr. Hayashi told the Commissioners that for those who were attending the HCPO Conference
that Mr. Darrow would be there for any assistance that they need.

Mr. Hayashi said the November 4 Hilo PC meeting was cancelled.
ADJOURNMENTThere being no further business, the Chairman declared the
meeting adjourned at 11:00 a.m.
