AGENDA
NOTICE IS HEREBY GIVEN of a meeting to be held by the Kailua Village Design
Commission of the County of Hawaii in accordance with the provision of Section 92-7,
Hawaii Revised Statutes.
NOTE: Pursuant to Act 220, Session Laws of Hawaii 2021, which amended the Sunshine Law
to allow meetings to be remotely conducted online, Kailua Village Design Commission meetings
will be held online, and the physical meeting location listed below is also open to the public.

TIME: 2:30 p.m.
INTERACTIVE CONFERENCE TECHNOLOGY (ICT):
Kailua Village Design Commissioners and applicants will participate in this meeting via the
Zoom interactive video conference platform. If internet connection is lost,the public
meeting will be automatically recessed to restore communication. If lost connection exceeds
30 minutes, the meeting will be terminated.

STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS
Members of the public may provide public testimony regarding any agenda item now or at
the time the agenda item is called to order.
NEW BUSINESS
1. PL-KVD-2022-000024: The applicant,Almodina Lopez of Tinguely Development, is
requesting design review for a new awning for Foster's Kitchen, at the Coconut Grove
Marketplace, located at TMK 7-5-009:028. The project includes installing a new awning
over existing stairs that lead to the second story restaurant. The new awning and stairs would
be in a portion of the south side yard of the restaurant, overlooking the adjacent volleyball
court. The materials used include fiber cement bead board painted white, corrugated metal
roof painted tan to match the building,with the stairs, trim and railings painted white, and
handrails painted dark green to match existing handrail.

2. PL-KVD-2022-000025: The applicant, Almodina Lopez of Tinguely Development, is
requesting design review for a new awning at Humpy's Ale House, located on the first floor
at the Coconut Grove Marketplace, at TMK 7-5-009:025, off Alii Drive. The proposed
awning would cover an existing dining lanai on the first floor of Humpy's Ale House. The
new awning would be approximately six to ten feet wide, and would include skylights,
lighting, ceiling fans,new fire sprinklers, and relocation of the existing sign. The awning
roof materials would match the existing building with red metal roof,tan awning fascia,
wood slats to match existing ceiling and brown paint on the railings.

3. PL-KVD-2022-000027: The applicant, Kevin Wilde, architect of FFKR Architects, is
requesting design review for renovation and expansion of the existing Kona Temple for the
Church of Jesus Christ of Latter-day Saints located at TMK 7-5-003:022. The project
includes expansion of the Temple from 9,128 square feet to 12,325 square feet, exterior and
interior renovations, and a request to increase the allowed height of 73 feet for the steeple, in
lieu of the maximum height limit of 55 feet for the steeple, per Variance No. 959,to a
proposed height of the steeple of 87 feet 8 inches,requiring a new variance application from
Zoning Code.

ADJOURNMENT
Submitting Testimony A person desiring to submit written testimony shall indicate
her/his name; address; and whether the testimony is on her/his behalf or as a representative of an
organization or individual. If testimony is being submitted on behalf of an organization,
documentation showing membership ratification should accompany the testimony. Written
testimony may be submitted to the Kailua Village Design Commission by email at
planning@hawaiicouniy.gov or by mail or in person at the Planning Department office addresses
in Kona or Hilo listed below under Board Packet, and is requested by 4:30 p.m.,two business
days prior to the meeting, to allow for time for review and consideration by the Commissioners.
Notice to Lobbyists: If you are a lobbyist, you must register with the Hawaii County
Clerk within five days of becoming a lobbyist {Article 15, Section 2-91.3(b), Hawaii County
Code}. A lobbyist means "any individual engaged for pay or other consideration who spends
more than five hours in any month or$275 in any six-month period for the purpose of attempting
to influence legislative or administrative action by communicating or urging others to
communicate with public officials." {Article 15, Section 2-91.3(a)(6), Hawaii County Code}
Registration forms and expenditure report documents are available at the Office of the County
Clerk, 25 Aupuni Street, Room 1402, Hilo, Hawaii 96720.

961-8288 as soon as possible, but no later than five working days prior to the meeting date, to
