HomeMy WebLinkAbout2008-11-24 Planning Commission Minutes PLANNING COMMISSION COUNTY OF HAWAII MINUTES NOVEMBER 24, 2008 The Planning Commission met in regular session at 9:30 a.m. in the Hapuna Beach Prince Hotel, Hau Room, 62-100 Kaunaoa Drive, Kohala Coast, Hawaii, with Chairman Rodney Watanabe presiding. PRESENT: Rodney Watanabe ABSENT & EXCUSED: Lani Bowman C. Mr. Hayashi announced that this is the last meeting for Director Yuen, as his term as director st ends on December 1, and thanked him for mentoring and supporting the staff over the years. Director Yuen expressed his appreciation to the Commissioners and the staff, and the Commissioners also expressed their gratitude. SMA 379 The Commission took up the following two items simultaneously PLANNING DIRECTOR at 9:37 a.m. with five people from the public in attendance. KOHALA LLC ST KAHUA 1, NORTH KOHALA INITIATOR: PLANNING DIRECTOR (SMA USE PERMIT NO. 379) Reconsideration on the Planning Commission’s action on the revocation of Special Management Area (SMA) Use Permit No. 379, which allowed the development of a 50-lot single-family residential subdivision. The property involved, owned by Kohala LLC, is located along the st southwest (makai) side of Akoni Pule Highway and the Kohala Ranch Subdivision, Kahua 1, North Kohala, Hawaii, TMK: 5-9-1:8. APPLICANT: KOHALA LLC (SMA 379) Reconsideration on the Planning Commission’s action on an amendment to Condition 4 (time to secure final subdivision approval) of Special Management Area Use Permit No. 379, which 1 allowed the development of a 50-lot single-family residential subdivision. The property involved is located along the southwest (makai) side of Akoni Pule Highway and the Kohala st Ranch Subdivision, Kahua 1, North Kohala, Hawaii, TMK: 5-9-1:8. COMMERCE from the public in attendance. ENTERPRISES CORPORATION PAHOA, NORTH KOHALA APPLICANT: E. COMMERCE ENTERPRISES CORPORATION (SMA 08-000027) Special Management Area Use Permit to allow the construction of an approximately 2,000 lineal feet pedestrian path and landscaping. The properties involved are a part of the Pahoa Beach Estates Subdivision located along the western banks of Waipiele Gulch, Pahoa, North Kohala, Hawaii, TMK: 5-5-8:66 and 67. (SEE EXHIBIT B) SPP 1147 The Commission took this item up at 11:20 a.m. with seven people CELLCO PARTNERSHIP from the public in attendance. DBA VERIZON WIRELESS ND KEEI 2, SOUTH KONA APPLICANT: CELLCO PARTNERSHIP DBA VERIZON WIRELESS (SPP 1147) Amendment to Special Permit No. 1147 to increase the height of the existing tower from 25 feet to 60 feet and replace the existing omni antennas with 12 panel antennas.The property is located approximately 600 feet east (mauka) of South Kona Belt Road (Highway 11), 660 feet above the Royal Kona Coffee Museum, Keei 2nd, South Kona, Hawai‘i, TMK: 8-3-12: Portion of 38. (SEE EXHIBIT C) SPP 1191 The Commission took this item up at 11:40 a.m. with seven people CROWN CASTLE from the public in attendance. INTERNATIONAL NOHOMAKAU, NORTH KOHALA 2 APPLICANT: CROWN CASTLE INTERNATIONAL (SPP 1191) Amendment to Special Permit No. 1191 to allow the replacement of an existing 80-foot monopole with a 120-foot steel monopole.The request would also require the amendment of Condition 5 (height of tower). The property is located along the north side (makai) of Kynnersley Road, approximately 1.3 miles south of its intersection with Akoni Pule Highway (Highway 270), Honomakau, North Kohala, Hawaii, TMK: 5-4-2: por 2. (SEE EXHIBIT D) REZ 08-000083 The Commission took this item up at 2:20 p.m. with three people PARKER RANCH, INC from the public in attendance. WAIMEA, SOUTH KOHALA APPLICANT: PARKER RANCH, INC. (REZ 08-000083) Change of Zone as follows: a.Agricultural 40-acre to Single-Family Residential – 7,500 square feet (16.5 acres) and Village Commercial – 7,500 square feet (0.8 acre); b.Single-Family Residential – 10,000 square feet to A-40a (1.8 acres), RS-7.5 (0.1 acre) and CV-7.5 (1.6 acres); and c.Multiple-Family Residential -5,000 square feet to RS-7.5 (5.3 acres) and CV-7.5 (1.3 acres). The properties are located southwest of the Parker Ranch Center, Waimea Village, Waimea, South Kohala, Hawaii, TMK: 6-7-2: pors of 15 and 64 and 6-7-8: por 93. The Chair stated that the applicant has requested a continuance, and that no one from the public signed up to testify on this application In response to the Chair’s inquiry, Mr. Hayashi clarified that this item has to be continued until further notice since there are some issues that the applicant needs to work out first. It was moved by Commissioner Iwashita and seconded by Commissioner Domingo that the matter be continued until further notice by the Planning Department. Motion was unanimously carried by a voice vote of all Commissioners in attendance. SMA 08-000028 The Commission took this item up at 2:21 p.m. with no one from USE 08-000013 the public in attendance. SSV 08-000003 EDWARD UNDERWOOD (DLNR, DIVISION OF BOATING & OCEAN) KAWAIHAE, SOUTH KOHALA APPLICANT: EDWARD UNDERWOOD, ON BEHALF OF STATE DEPARTMENT OF LAND & NATURAL RESOURCES, DIVISION OF BOATING & OCEAN RECREATION (SMA 08-000028/USE 08-000013/SSV 08-000003) 3 a.Special Management Area Use Permit to allow the Kawaihae Small Boat Harbor (South) improvements. b.Use Permit to allow the small boat harbor improvements within the Multiple-Family Residential – 1,500 square feet (RM-1.5) and Open (O) districts. c.Shoreline Setback Variance to allow portions of the small boat harbor improvements within the forty-foot shoreline setback area. The property is located on the south side of the existing Kawaihae Boat Harbor, Kawaihae, South Kohala, Hawaii, TMK: 6-1-3: por 26. (SEE EXHIBIT E) AMEND CHAPTER 23 The Commission took this item up at 3:06 p.m. with no one from AND CHAPTER 25 the public in attendance. PLANNING DIRECTOR PUBLIC PURPOSE SUBDIVISIONS INITIATOR: PLANNING DIRECTOR Amendment to Chapters 23 (Subdivision Code) and 25 (Zoning Code), Hawaii County Code 1983 (2005 Edition, as amended) relating to Public Purpose Subdivisions. (SEE EXHIBIT F) MINUTES The Commission took up the following minutes at this time, 3:13 p.m., with no one from the public in attendance. October 17, 2008 – It was moved by Commissioner Woodward and seconded by Commissioner Domingo that the minutes be approved as circulated. Motion was unanimously carried by a voice vote of all Commissioners in attendance. ADMINISTRATIVE The Commission took up the following at this time, 3:14 p.m., MATTERS with no one from the public in attendance. Status of appeals filed on Board of Appeals decisions - Corporation Counsel – Mr. Torigoe had nothing to report to the Commission. He expressed his appreciation to Director Yuen. ANNOUNCEMENTS There was no announcement.
