HomeMy WebLinkAbout2010-11-24 Leeward Planning Commission Minutes LEEWARD PLANNING COMMISSION COUNTY OF HAWAIÒI MINUTES NOVEMBER 24, 2010 The Leeward Planning Commission met in regular session at 9:40 a Kona Beach Hotel, Ballroom I, 75-5660 Palani Road, Kailua-Kona, Frederic Housel presiding. COMMISSIONERS PRESENT: Frederic Housel, Lani Bowman, Thomas Hickcox, Richard Nelson and Brandi Beaudet (from 10:50 a.m.) ABSENT AND EXCUSED: Geraldine Giffin and Wayne Iokepa STAFF PRESENT: Brandon Gonzalez (Deputy Corporation Counsel), BJ Leithead Todd (Planning Director), Daryn Arai (Planning Program Manager), Jeff Darrow (Staff Planner) and Maija Cottle (Staff Planner) DEPARTMENT OF PUBLIC WORKS: Kiran Emler 'DmfhmddqhmfChuhrhnmikdes`s009/4`-l-( The Chair introduced the commissioners and staff to members of t procedure for public testimony. The Commission took up the following item at 9:40 a.m. with appr the public in attendance: APPLICANT: PARKER RANCH (SPP 10-108) Application for a Special Permit to allow for the establishment office uses within existing structures and the use of an existin events, all of which are situated on a total of approximately 14 headquarters and rodeo/equestrian facility complex in Waimea. T approximately 4,300 feet north of the Waimea-Kohala Airport on tmalahoa Highway, Waikoloa and PuÒukapu, South Kohala, TMK: 6-7-001: portion of 25 and 6-7-002: portion of 17. There was no one from the public wishing to testify in regard to (SEE EXHIBIT A) The Commission took up the following item at 10:16 a.m. with app public in attendance: APPLICANT: EDWIN DELUZ TRUCKING AND GRAVEL, LLC (SPP 164/LUC 70-85) Amendment to Condition No. 2 of Special Permit No. 164 (LUC Docket SP70-85) to extend the life of the permit from December 11, 2010 to December 11, 2015. Spec the continued operation of the PuÒu Hinai Quarry on approximatel within the State Land Use Agricultural District. SYLVA (SPP 10-107) Application for a Special Permit to allow for the establishment supply store within an existing 5,000-square foot warehouse and portion of a 5.043-acre parcel situated within the State Land Us property is located off the south side of Highway 19 (Mamalahoa HPM Building Supply and NAPA Auto Parts, PuÒukapu Homesteads, First Series, South Kohala, HawaiÒi, TMK: 6-4-6: portion of 1. (SEE EXHIBIT C) RECESSED The Chair called a short recess at 11:05 a.m. RECONVENED The meeting reconvened at 11:14 a.m. The Commission took up the following item at 11:14 a.m. with one attendance: INITIATOR: PLANNINGDIRECTOR Revocation of Ordinance No. 09 159 (Kona Country Club, Inc.-REZ 09-98), which rezoned 51.1- acres of land from an Agricultural-5 acres (A-5a) to a Multiple- feet (RM-30) zoned district. The area involved is located maukamalahoa Highway Bypass, between the Highway and the Kona Country Club mauka golf Keauhou, North Kona, HawaiÒi, TMK: 7-8-10:101. Ms. Cottle requested that this item be postponed until such time Kona Country Club (REZ 10-126), which was the reason for this in heard. She further explained that this item should have been ta the change of zone application when the applicant had requested was no one from the public wishing to testify in regard to this by a voice vote of all commissioners in attendance. The Commission took up the following item at 11:15 a.m. with one attendance: APPLICANT: GIDEON SOROKIN (SMA 10-43) Application for a Special Management Area Use Permit to allow fo three-story, single family residential units on approximately 31,853 square feet of land zoned Hotel- Resort-1,250 square feet of land area per unit (V-1.25). The subject property is situated on the east (mauka) side of AliÒi Drive, approximately 840 feet south of its intersection with Lunapule Road in st , North Kona, HawaiÒi, TMK: 7-5-19:07. (SEE EXHIBIT D) The Commission took up the following item at 11:27 a.m. with two attendance: 3 INITIATOR: PLANNING DIRECTOR Amendment to Chapter 25 (Zoning Code), Articles 2, 4 and 5 of th (2005 Edition, as amended), relating to Use Permits and Telecomm Open-zoned District. (SEE EXHIBIT E) The Commission took up the following item at 11:31 a.m. with one attendance: INITIATOR: COUNTY COUNCIL Amendment to Chapter 25 (Zoning), Article 4, of the HawaiÒi Coun amended), by adding a new division relating to Tsunami Sirens. (SEE EXHIBIT F) MINUTES Î The minutes of September 30 and October 22, 2010, meetings we submitted by a voice vote of all commissioners in attendance. In regard to Agenda Item No. 1 (Applicant: Parker Ranch), Mr. Go to officially vote on continuance as discussed with the parties, th Commissioner Bowman then moved that the hearing be continued to for a pre- hearing/status conference and, if necessary, to January 13, 2011 Commissioner Nelson seconded the motion.
