MEETING MINUTES
Wednesday, November 16, 2022
9:30am
I. CALL TO ORDER
The Chair called the meeting to order at 9:36 a.m.
II. ROLL CALL
Farrah-Marie Gomes (Chair), Andrew Langtry, Shana Kukila, Dr. Hannah Preston-
Pita, Christina Basham, Rachelle Agrigado, Suzanna Tiapula (Corporation Counsel).
Lisa Pana arrived at 10:55 a.m. Excused: Elena Cabatu and Evelyn Lee.
III. APPROVAL OF MINUTES for September 21, 2022
Farrah noted that the October meeting did not happen due to the agenda not being
posted in time.
Andrew noted two edits on page 3 under section A) i. Approval of project rationale
which were blank lines. He was able to correct the first blank space in the second
paragraph on the fourth line to say, 115 Miscellaneous Contract account."
The second blank space was in the third paragraph, on the first line. The committee
discussed and determined that it should read, "Elena seconded."
Andrew motioned to approve the minutes of September 21, 2022 with edits and
format revisions. Hannah seconded the motion. The motion was voted on and
passed unanimously.
IV. TREASURER'S REPORT
A. Approval of Treasurer's Report
Andrew reported that the committee still has a full budget with zero spent as of
October 2022.
Hannah motioned to approve the Treasurer's Report. Rachelle seconded the
motion. The motion was voted on and passed unanimously.

VI. CORRESPONDENCE
Farrah shared about the email sent to the committee regarding Christina earning the
Purple Heart Award and said we will recognize her in Kona in December. Christina
shared about the Kona event at Living Stones Church in October.
VII. REPORTS
A. Statements from the Public

B. Hawaii State CSW (HSCSW) liaison report
Not present. No report.
ACTION ITEM: Farrah will ask Allen if the State CSW commissioner is on the Hawaii
County CSW email list.
C. Family Violence Interagency Committee (FVIC)
No report from East Hawai'i FVIC. Christina reported the November meeting for
the West Hawai'i FVIC was canceled.
D. Missing Murdered Native Hawaiian Women and Girls (MMNHWG) Task Force
Farrah shared about the meeting on November 3. She said the task force is
drafting a report that will come out with a soft launch on December 13, 2022. She
noted that data is not easy to get, especially county specific data and data in
government agencies that do not work together in sharing information so it tends
to be hard to find. She said Lisa Watkins of the Office of Hawaiian Affairs (OHA)
and Khara Jabolous-Carolus of the State Commission on the Status of Women
(HCSW) are the leads on the task force.

Farrah confirmed the approval of Rachelle as part of the Outreach
Subcommittee in the October meeting. Shana asked if there could be
descriptions of the subcommittees written into the bylaws. Farrah said
she will look at the issue to be discussed in committee at the next
meeting. Suzanna added that another option is to form a Permitted
Investigative Group that would allow for members to study an issue or
work on a project without violating Sunshine Laws. She said the group
should have a timeline and a purpose, and it should be voted on and
approved by the committee.
ACTION ITEM: Farrah will agendize this issue at a future committee meeting and draft a
purpose and structure for subcommittees.
C. Communications Sub-Committee reports
a. Status of Chair and Secretary email accounts
Farrah said there is still no progress on this. Shana asked if it was okay to
create a generic CSW email to use for public interaction. Suzanna said it
was okay only for public interaction but not between members.
ACTION ITEM: Shana will present the proposed public email account to the committee in
December.
ACTION ITEM: Farrah will put it on the December Meeting Agenda.
b. Facebook updates
Shana reported that the Facebook page is going well and shared what
she posted on behalf of the committee for the months of September,
October, and November. In October, she shared about Rachelle and
resources such as the new Native Hawaiian Resource Center on
Domestic Violence, Pouhana O Na Wahine. In November, she posted a
video about a mother in Kohala, a Veteran Mother with the United
Nations, and the Mothers of Waipi'o featuring Dr. Ku Kahakalau. She
thanked everyone for liking and posting, and asked them to invite others
and to share posts.

Farrah reminded everyone to log their directories given out.
A. Outreach Sub-Committee reports
a. 2022 Year of the Mother
i. Luncheon
Shana shared details about the Mahalo Luncheon on December
21 to be held at the Kona Community Hale. She asked for
someone to go for a site visit on November 25 and Christina
offered to join in. Committee members were asked to RSVP as
soon as possible and Farrah told Shana she will help with that.

The menu was discussed and Suzanna clarified that lunches
bought with county funds are limited to eight dollars each. Shana
said there was a limit of 30 guests at the site, so it would be that
amount times eight. Andrew calculated it as $240 total. Shana
asked for suggestions, and said Zippy's pupu platter was just a
suggestion. Hannah said Five Spice is $7 plus tax for their bentos
and they have vegetarian bentos. This was decided as the best
option. Farrah suggested the option of Earl's, and offered to pick it
up on the way to Kona on the day of the event. Shana said she
will work it out with Allen and Farrah.
Shana said that she shared the following documents with the
committee: the Mahalo Luncheon program and the Mayor's
Message for the event. She asked if they received it and all
members confirmed that they did.
Car seats were identified as a need by two organizations that will
receive them at the luncheon for mothers in need who are leaving
the hospital. Shana shared that the two organizations are "9
Months Window of Hope" for at risk homeless pregnant mothers
and "Health Hapai" for pregnant mothers and their families in a
culturally responsive and inclusive setting free and focused on Big
Island residents.
The Status of the Mother 2022 report was discussed and Shana
shared the details about a Permitted Investigative Group she
would like to form for this. The committee decided to vote upon it
per the Chair's guidance. Farrah, Christina, and Lisa volunteered
to be members of this group along with Shana, to convene for a
period between November 16 to December 31, 2022.
Andrew motioned to approve the formation of the Permitted
Investigative Group to create the Status of the Mother Report
2022. Hannah seconded the motion. The motion was voted on
by the committee and unanimously approved.
ACTION ITEM: Report to be presented to the committee when it is completed, and a draft
will be presented to the committee on December 21.
ACTION ITEM: Farrah will agendize the report for the December meeting.
b. Teen Dating Violence
i. Distribution log
Farrah asked if anyone has been handing out cards. Several
members said they have logged the ones they handed out. Shana
asked how many are in a box. Farrah said that we can just log
total boxes, not necessary to log individual cards only.

c. Real Women Essay
i. Approval of project rationale
Farrah presented the project rationale to distribute gift cards to
2019 and 2020 winners.
Shana motioned to approve the project rationale in the amount of
$1,400 for the Real Women Essay. Andrew seconded the motion.
The motion was voted on and passed unanimously.
d. Mal Movement- no updates
B. Research Sub-Committee reports
a. Status of Women Report - no report
b. Equal Pay - no report
C. Legislative &Advocacy
a. Human Trafficking - no report
b. Equal Pay - recognized on the 2nd Tuesday of every April, signifying the
approximate date in which women employees match the income of their
male counterparts. The proposal is to move the newspaper ad onto social
media platform and establish a contest to create social media tiles or
short video showcasing Equal Pay movement. Committee tasked with
devising criteria, enlist judges, select 5 winners, obtain gift cards, etc. We
get to utilize their creations on our social media platforms.
i. Approval of project rationale
1. Dates in the rationale to reflect 2023
2. Question: Process and protocol regarding boosting
Facebook posts
3. MOTION to approve the project rationale to include
increase of project budget by $250 to make total $1500, by
Andrew, second by Christina.
4. The motion was voted on and passed unanimously.
c. Hawaii Island Women's Leadership Summit
i. Approval of project rationale - Restart HIWLF and boost the Blue
Zones project by creating 4 live events around the Big Island.
ii. MOTION by Shana to approve the project rationale for HIWLF,
Christina seconded.
iii. DISCUSSION: Revise project budget to reflect $6/pp, total amount
remains $1,500. Total line item to not exceed bottom line.
Recommendation to add to 1 F: We propose the payment to be
made to Friends of the Future, fiscal sponsor. and italicize live to
emphasize the event is in personal
iv. The motion was voted on and passed unanimously.

X. ANNOUNCEMENTS
a. Shana created Ohana means family flyer- activity to do for Nov-Dec season for
families to create a family tree, as part of Malama Makuahine project. Allocated
$100 for the printing. Recommendation to give to the kupuna program to use in
the classroom. DISCUSSION: Flyer should include CSW logo and if utilized,
needs instructions. RECOMMENDATION: to save for later.
