HomeMy WebLinkAbout2010-07-08 Windward Planning Commission Minutes WINDWARD PLANNING COMMISSION COUNTY OF HAWAIÒI MINUTES JULY 8, 2010 The Windward Planning Commission met in regular session at 9:05 HawaiÒi Councilroom, County Building, 25 Aupuni Street, Hilo, HawaiÒi with Chairman Rell Woodward presiding. COMMISSIONERS PRESENT: Rell Woodward, Dean Au, Takashi Domingo, Wallace Ishibashi. STAFF PRESENT: Brandon Gonzalez (Deputy Corporation Counsel), Warren Lee (Director of Public Works), BJ Leithead Todd (Planning Director), Daryn Arai Jeff Darrow (Staff Planner) and Maija Cottle (Staff Planner). ABSENT AND EXCUSED: Stephen Ono The Chair introduced the staff and Windward Planning Commissione described the procedures to be followed for todayÓs meeting. As there were no objections, at 9:10 a.m., the Commission first with 12 people from the public in attendance. APPLICANT: HNMP, LLC – PAUL OGASAWARA, MANAGER (REZ 698) Amendment to Condition B of Change of Zone Ordinance No. 03-111 rezoned 4.901 acres of land from an Agricultural-1 acre (A-1a) t (CN-20) zoned district. The request is for a 5-year time extensi the proposed Woodland Center commercial development. The subjec junction of the Phoa Bypass Road and the KeaÒau-Phoa Road bordering Kahakai Boulevard, Keonepoko Iki Homesteads, Phoa, Puna, HawaiÒi, TMK: 1-5-07: 20. (SEE EXHIBIT A) RECESSED – The Chair called a short recess at 10:47 a.m. RECONVENED– The Chair reconvened the meeting at 10:52 a.m. The Commission took up the following item at 10:52 a.m. with no attendance. APPLICANT: STEPHANIE DULLUM (REZ-10-121) 1 Change of Zone from an Agricultural 40-acre (A-40a) to an Agricu for 71.178 acres of land. The property is located along the maka Belt Road near the 44-mile marker, approximately 0.5 mile east o Honokaia (Boy Scout Camp), Kawela, Hmkua, HawaiÒi, TMK: 4-6-011: 039. (SEE EXHIBIT B) – MINUTESThe Commission took up the following minutes at this time, 11:25 June 4, 2010 Î It was moved Commissioner Domingo and seconded by Commissione the minutes be approved. Motion was unanimously carried by a vo ADMINISTRATIVE MATTERS Î The Commission took up the following at this time, 11:26 a.m. Vacancies Î Ms. Leithead Todd noted that the administration is continuing vacancy on the Planning Commission. Recommendations to Council Î Ms. Leithead Todd noted the Council Planning Committee will th be considering at its July 20 meeting the Planning CommissionÓs recommendation on the Puna CDP. Hu HonuaÓs Contested Case Î Ms. Leithead Todd gave a status report of the contested case hearing being conducted by Bob Crudele, noting 17 of the 21 peti appeal and hired Steven Strauss as their attorney.
