HomeMy WebLinkAbout2009-12-09 Joint Workshop Planning Commission Minutes JOINT WORKSHOP LEEWARD AND WINDWARD PLANNING COMMISSIONS COUNTY OF HAWAI‘I MINUTES DECEMBER 9, 2009 The Leeward and Windward Planning Commissions met in a joint workshop at 1:15 p.m. in the Waikoloa Beach Marriott Hotel, Ali‘i III Room, 69-275 Waikoloa Drive, Waikoloa, Hawai‘i, with Windward Chairman Rell Woodward presiding. All Commissioners including the two whose nomination had recently been confirmed by the County Council, Dean Au and Richard Nelson, III, were introduced by the respective Chairs of the Leeward and Windward Planning Commissions. The Commissions took up the following item at 1:15 p.m. with no one from the public in attendance. COASTAL ZONE MANAGEMENT AND SPECIAL MANAGEMENT AREA PRESENTATION BY STATE OFFICE OF PLANNING CZM STAFF 1 Mr. Douglas Tom from the State of Hawai‘i, Office of Planning, gave a presentation on the coastal zone management and special management area permit system. (SEE EXHIBIT A) The Commissions took up the following item at 2:15 p.m. with no one from the public in attendance. DISCUSSION OF PROPOSED RULE CHANGES Mr. Hayashi stated that the recent Charter amendment requires that uniformed rules for both Commissions be adopted; therefore changes will be made to the current rules to mainly bring them up to date. The Commissioners were provided with a copy of a rough draft and asked to st individually submit their comments to the Department by December 31, so that staff can finalize the draft in time for a joint public hearing to be scheduled toward the end of February. He clarified that this matter will not be considered by the County Council; upon approval of the Commissions the revised rules will be filed with the Office of the County Clerk for effectuation. Retiring Planning Commissioners – Mr. Hayashi at this time announced that Commissioners st Iwashita and Watanabe will complete their terms on December 31, although they can continue to serve for another three months until their replacements are appointed. He expressed the staff’s gratitude for their dedicated service, and Director Leithead Todd presented the Mayor’s Certificate of Appreciation.
