HomeMy WebLinkAbout2009-11-06 Windward Planning Commission Minutes WINDWARD PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES NOVEMBER 6, 2009 The Windward Planning Commission met in regular session at 9:00 a.m. in the Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawai‘i with Chairman Rell Woodward presiding. PRESENT: Rell Woodward Takashi Domingo Andrew Iwashita Zendo Kern Shelly Ogata Wallace Ishibashi Brandon Gonzalez, Deputy Corporation Counsel BJ Leithead Todd, Planning Director Norman Hayashi, Planning Program Manager Jeff Darrow, Staff Planner Maija Cottle, Staff Planner The Chair introduced the staff and Windward Planning Commissioners to the public and described the procedures to be followed for today’s meeting. Commissioner Shelly Ogata – Mr. Hayashi announced that Commissioner Ogata has resigned from the Planning Commission effective tomorrow. Director Leithead Todd expressed the administration’s appreciation for her dedicated service and read into the record the Mayor’s Certificate of Appreciation. The Chair then expressed the Commission’s regret to see an excellent Commissioner and good friend depart from the Commission and thanked her for her service. Mr. Hayashi later also expressed the staff’s appreciation for her service on the Commission. The Commission took the following item up at 9:05 a.m. with 19 people from the public in attendance: APPLICANT: GIAMPAOLO BOSCHETTI (REZ 09-103) Change of Zone from Single-Family Residential 7,500 square feet (RS-7.5) and Multiple-Family Residential 1,000 square feet (RM-1) to Multiple-Family Residential 1,500 square feet (RM-1.5) 1 district. The property is located mauka of Kapiolani Street and the County of Hawaii Police st complex, Kukuau 1, South Hilo, Hawaii, TMK: 2-4-25:48, 53 and 80. (SEE EXHIBIT A) The Chair called a short recess at 10:12 a.m. and reconvened the meeting at 10:22 a.m. The Commission took the following item up at 10:22 a.m. with 13 people from the public in attendance: APPLICANT: MALA MOHALA (SPP 09-000088) Special Permit to allow the establishment of an overnight retreat camp for youths on 7.8 acres of land situated within the State Land Use Agricultural District. The property is located along the north side of Kaala Iki Road, approximately 1.2 miles mauka of Highway 11 and Honuapo Park, Honuapo, Ka’u, Hawaii, TMK: 9-5-15:15. (SEE EXHIBIT B) The Commission took the following item up at 12:08 p.m. with two people from the public in attendance: APPLICANT: CONNIE & MARCEL HERNANDEZ (SPP 09-89) Special Permit to allow the establishment of a naturopathic retreat center, which would include overnight guests, seminars, individual consultations, massage therapy, acupuncture, and educational tours on 3.111 acres of land situated within the State Land Use Agricultural District. The property is located along the north side of Highway 240 (47-4628 Honokaa – Waipio Road), adjacent to and west of Kapulena Subdivision, Unit I, Haukoi, Hamakua, Hawaii, TMK: 4-7-1:13. The Chair stated that the applicants requested a continuance as they are unable to be present for today’s meeting. There was no one from the public wishing to testify on the application. It was moved by Commissioner Kern and seconded by Commissioner Ishibashi that the hearing be continued to the January meeting as requested by the applicants. A roll call vote was taken and motion carried with six ayes (Kern, Ishibashi, Domingo, Iwashita, Ogata, and Woodward). The Commission took the following item up at 12:12 p.m. with two people from the public in attendance: INITIATOR: PLANNING DIRECTOR Amendment to Chapter 25, Hawaii County Code 1983 (2005 Edition, as amended) by requiring a Use Permit for telecommunication antennas and towers situated within the Residential and 2 Agricultural (RA), Family Agricultural (FA), Agricultural (A) and Intensive Agricultural (IA) zoned districts. (SEE EXHIBIT C) The Commission took the following item up at 12:40 p.m. with one person from the public in attendance: INITIATOR: COUNTY COUNCIL Amendment to Chapter 25, Article 2, Division 4, Hawaii County Code 1983 (2005 Edition, as amended) relating to concurrency standards for parks and recreational facilities and firefighting facilities in change of zone actions. (SEE EXHIBIT D) MINUTES - At 12:41 p.m., the Commission took up the minutes of October 2, 2009. It was moved by Commissioner Kern and seconded by Commissioner Ishibashi that the minutes be approved. Motion was unanimously carried by a voice vote of all Commissioners in attendance. ADMINISTRATIVE The following was discussed under administrative matters: MATTERS INITIATOR: PLANNING DIRECTOR - Amendment to Chapter 25, Hawaii County Code 1983 (2005 Edition, as amended) by requiring a Use Permit for telecommunication antennas and towers situated within the Residential and Agricultural (RA), Family Agricultural (FA), Agricultural (A) and Intensive Agricultural (IA) zoned districts. Upon Commissioner Kern’s inquiry, Director Leithead Todd suggested individual Commission Members send their suggestions to the Council, such as a setback requirement for large agricultural parcel adjacent to a residential subdivision. – The Chair said this item will be on the next month’s agenda and the Election of Officers Commission should be considering possible candidates. Planning Commission Rules – Mr. Gonzalez thanked the staff for preparing the revisions to the rules of the Leeward and Windward Planning Commissions as required by the Charter amendment, noting the intent is to hold hearings before the end of the year. th - S ANNOUNCEMENTStaff announced the next meeting is scheduled for November 6. 3 - ADJOURNMENTThere being no further business the Chair declared the meeting adjourned at 12:52 p.m. Respectfully submitted, Sharon M.
