WHEREAS on June 14, 2000, Governor Benjamin J. Cayatano signed into law a bill
decriminalizing the use ofcannabisfor medicalpurposes; and
WHEREAS the Aloha State was the first state to legalize medical cannabis through the
state legislature, rather than through a ballot initiative process. Today, medical cannabis is
legal in 36 states and the District ofColumbia; and
WHEREAS the Hawai`i Department of Health's Dispensary Licensing Program
monitors the quality of cannabis products from seed to sale, making medical products readily
available for registered patients while balancing the health and safety of patients and the
public; and
WHEREAS medical cannabis can be used to treat severe pain and other specified
symptoms of eligible debilitating medical conditions such as ALS, cancer, glaucoma, lupus,
epilepsy, multiple sclerosis, rheumatoid arthritis, AIDS, and PTSD; and
WHEREAS Hawaii's Medical Cannabis Program has enabled tens of thousands of
patients with debilitating medical conditions to benefit from the personal medical use of
cannabis under medical supervision for the past twenty-two years; and
WHEREAS this new and growing industry supports patients' choice for holistic,
integrative, healthcare options and expands high value, ecofriendly agriculture, and well-paid
career options for the citizens ofHawai`i County; and
WHEREAS the purpose of this Proclamation is to honor medical cannabis patients and
to recognize their right to engage in the state authorized use of cannabis for medical purposes
in Hawai
NOW, THEREFORE, I, MITCHELL D. ROTH, Mayor of the County of Hawai`i, do
herebyproclaim June 14, 2022, as
MEDICAL CANNABIS DAY
in the County of Hawai`i as an opportunity to thank the medical professionals, researchers,
cultivators, dispensary professionals, patients, and caregivers on the twenty-second anniversary
ofthe state authorized use ofcannabisfor medical purposes in Hawai`i.
IN WITNESS WHEREOF, I have hereunto set my hand and caused The Seal of the
County ofHawai`i to be affixed. Done this 14`h day ofJune 2022, in Hilo, Hawai`i.
