HomeMy WebLinkAbout2009-08-07 Windward Planning Commission Minutes WINDWARD PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES AUGUST 7, 2009 The Windward Planning Commission met in regular session at 9:09 a.m. in the Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawai‘i with Chairman Rell Woodward presiding. PRESENT: Rell Woodward Takashi Domingo Wallace Ishibashi Andrew Iwashita Zendo Kern Shelly Ogata Brandon Gonzalez, Deputy Corporation Counsel B J. Leithead Todd, Planning Director Norman Hayashi, Planning Program Manager Phyllis Fujimoto, Staff Planner Jeff Darrow, Staff Planner Maija Cottle, Staff Planner The Chair introduced the staff and Windward Planning Commissioners to members of the public and explained the format for today’s hearing. REZ 09-97 The Commission took this item up at 9:11 a.m. with CONRAD & JOANNE approximately 12 people from the public in attendance. DAKUJAKU WAIAKEA, SOUTH HILO APPLICANTS: CONRAD & JOANNE DAKUJAKU (REZ 09-97) Change of Zone from Single-Family Residential – 10,000 square feet (RS-10) to Industrial- Commercial Mixed – 20,000 square feet (MCX-20) district for approximately 22,300 square feet of land. The property is located along the west side of Kalanikoa Street, approximately 100 feet st north of the intersection of Kalanikoa Street and Hualani Street, Waiakea Houselots, 1 Series, Waiakea, South Hilo, Hawaii, TMK: 2-2-35:34. Ms. Cottle oriented the Commission and public of the subject and surrounding properties on the location map and site plan, summarized the request, and noted the Planning Director is recommending a favorable recommendation be transmitted to the County Council with conditions. The applicants, Conrad and Joanne Dakujaku, were in attendance. Ms. Dakujaku explained their request to put up a metal building to lease out either as office or warehouse space for local entrepreneurs. She stated she has read the Planning Department’s background report and recommendation and the proposed conditions were acceptable. There was no one from the public wishing to testify on the application. It was moved by Commissioner Ogata and seconded by Commissioner Domingo to send a favorable recommendation to the County Council with conditions as recommended by the Planning Director. A roll call vote was taken and motion carried with six ayes (Ogata, Domingo, Ishibashi, Iwashita, Kern and Woodward). Commissioner Iwashita voted kanalua twice. USE 09-15 The Commission took this item up at 9:20 a.m. with BORTHWICK HAWAII approximately 13 people from the public in attendance. FUNERAL HOME ND KUKUAU 2, SOUTH HILO BORTHWICK HAWAII FUNERAL HOME (USE 09-15) Use Permit to allow the establishment of a crematorium on 24,572 square feet of land situated within the General Commercial - 7,500 square feet (CG-7.5) zoned district. The property involved is the site of the existing Borthwick Hawaii Funeral Home located at the western corner nd of Kinoole Street and Kukuau Street, Kukuau 2, South Hilo, Hawaii, TMK: 2-3-18:34 and 54. (SEE EXHIBIT A) RECESSEDThe Chair called a short recess at 11:10 a.m. RECONVENED The meeting reconvened at 11:21 a.m. LUC DOCKET SP 73-159 The Commission took this item up at 11:21 a.m. with NANI MAU, INC. no one from the public in attendance. WAIAKEA, SOUTH HILO APPLICANT: NANI MAU, INC. (LUC DOCKET NO SP 73-159) Amendment to allow the conversion of a maintenance building and former salon into a charter school facility on a 23-acre area within the State Land Use Agricultural District. The property is a part of the Nani Mau Gardens complex located along the north side of Makalika Street, Panaewa Farm Lots Subdivision, Waiakea, South Hilo, Hawaii, TMK: 2-2-48: portion of 13. (SEE EXHIBIT B) AMEND GPThe Commission took this item up at 11:47 a.m. with no one from COUNTY COUNCIL the public in attendance. PLANNING COMMISSIONS 2 INITIATOR: COUNTY COUNCIL Amendment to Section 15.1 (Community Development Plans) of the Hawaii County General Plan by changing all references to Planning Commission to the Leeward and/or Windward Planning Commissions. These housekeeping changes are the result of a County Charter amendment, which became effective in April of 2009. (SEE EXHIBIT C) AMEND ZONING CODE The Commission took this item up at 12 noon with no one from PLANNING DIRECTOR the public in attendance. UNPERMITTED AG TOURISM INITIATOR: PLANNING DIRECTOR Amendment to Chapter 25 (Zoning Code), Article 4, Division 1, Section 25-4-15 (f) and (g) by extending the amnesty period for unpermitted agricultural tourism operations from twelve months (November 20, 2009) to eighteen months (May 20, 2010). (SEE EXHIBIT D) MINUTESThe Commission took up the following item at this time, 12:03 p.m. July 1, 2009 – It was moved by Commissioner Domingo and seconded by Commissioner Ishibashi that the minutes be approved. Motion was unanimously carried by a voice vote of all Commissioners in attendance. ANNOUNCEMENTS Staff announced that the next meeting is scheduled for September 4, 2009.
