HomeMy WebLinkAbout2008-07-18 Planning Commission Minutes PLANNING COMMISSION COUNTY OF HAWAII MINUTES JULY 18, 2008 The Planning Commission met in regular session at 9:35 a.m. in the Sheraton Keauhou Bay Resort and Spa, Keauhou III and IV, 78-128 Ehukai Street, Kailua-Kona, Hawaii, with Chairman Rodney Watanabe presiding. PRESENT: C. Mr. Hayashi thanked Commissioner Rho for his dedicated service on the Commission, noting Commissioner Rho extended his service to complete review and action of the Kona Community Development Plan by the Commission. Director Yuen also expressed his appreciation. SPP 08-000059 The Commission took this item up at 9:43 a.m. with approximately HAWAII PREPARATORY ten people from the public in attendance. ACADEMY WAIMEA, SOUTH KOHALA APPLICANT: HAWAII PREPARATORY ACADEMY (SPP 08-000059) Special Permit to allow the establishment of an energy laboratory, faculty housing and associated school uses on approximately 13 acres of land situated within the State Land Use Agricultural District. The project site is located adjacent to the existing Hawaii Preparatory Academy stnd campus, Waiaka 1 and 2, Waimea, South Kohala, Hawaii, TMK: 6-5-1: portion 3. (SEE EXHIBIT A) 1 SLU 08-000019/ The Commission took this item up at 10:05 a.m. with REZ 08-000078 six people from the public in attendance. STATE OF HAWAII DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES KAPUA AND PUEHUEHU, NORTH KOHALA APPLICANT: STATE OF HAWAII DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES (SLU 08-000019 and REZ 08-000078) a.State Land Use Boundary Amendment for approximately 3.475 acres of land from the Agricultural to the Urban District; and b.Change of Zone for approximately 3.475 acres of land from Agricultural 20-acre (A-20a) to Single-Family Residential 15,000 square feet (RS-15). The property is located approximately 600 feet north (makai) of Akoni Pule Highway (Highway 270) and also makai of Takata Store, Kapua and Puehuehu, North Kohala, Hawaii, TMK: 5-4-8: portion 2. (SEE EXHIBIT B) REZ 08-000079 The Commission took this item up at 10:15 a.m. with COUNTY COUNCIL approximately ten people from the public in attendance. ST KAHUA 1, NORTH KOHALA INITIATOR: COUNTY COUNCIL (REZ 08-000079) Change of Zone for 37.88 acres of land from a Single-Family Residential 15,000-square foot (RS-15) to a Residential and Agricultural 15-acre (RA-15a) district.The property involved, owned by Kohala LLC, is located along the southwest (makai) side of Akoni Pule Highway and st the Kohala Ranch Subdivision, Kahua 1, North Kohala, Hawaii, TMK: 5-9-1:8. (SEE EXHIBIT C) RECESSED The Chair called a recess at 10:38 a.m. RECONVENED The meeting reconvened at 10:50 a.m. KONA COMMUNITY The Commission took this item up at 10:50 a.m. with DEVELOPMENT PLAN approximately 20 people from the public in attendance. KONA COMMUNITY DEVELOPMENT PLAN Review and action on the draft Kona Community Development Plan (CDP) submitted by the Kona CDP Steering Committee and its consultant, Wilson Okamoto Corporation. (SEE EXHIBIT D) 2 MINUTES The Commission took up the following minutes simultaneously at this time, 12:22 p.m. May 22, 2008 and June 20, 2008 – It was moved by Commissioner Alameda and seconded by Commissioner Domingo that the minutes be approved as circulated. Motion was unanimously carried by a voice vote of all Commissioners in attendance. ADMINISTRATIVE The Commission took up the following at this time, 12:24 p.m. MATTERS Status of appeals filed on Board of Appeals decisions - Corporation Counsel - Mr. Torigoe noted he had nothing new to report to the Commission. Other Matters – There were no other matters to discuss. ANNOUNCEMENTS There was no announcement.
