COUNTY OF HAWAI`I PLANNING DEPARTMENT <br /> BACKGROUND REPORT <br /> DOUGLAS KERR AND BARBARA GLEASON <br /> SPECIAL MANAGEMENT AREA USE PERMIT APPLICATION <br /> (PL-SMA-2022-000023) <br /> DOUGLAS KERR AND BARBARA GLEASON have applied for a Special Management <br /> Area (SMA) Use Permit to construct a two-story, 2,212 square foot, 3-bedroom, 2.5-bath single- <br /> family residence, garage, and related improvements on a 0.49-acre parcel situated within the <br /> SMA. The subject property is located within the Hawaiian Paradise Park Subdivision at 15-853 <br /> Paradise Ala Kai Drive, approximately 155 feet south of its intersection with Kilika Road, <br /> Kea`au, Puna, Hawaii, TMK: (3) 1-5-058:053. <br /> PROPOSED DEVELOPMENT <br /> 1. Request: The applicant seeks a SMA Use Permit to build a single-family residence on a <br /> 0.49-acre shoreline parcel located within the Hawaiian Paradise Park Subdivision in the <br /> Special Management Area (SMA). The two-story residence would have 2,212 square feet <br /> of interior space, with 3-bedrooms, 2 1/2 baths and an attached 373 square foot garage. <br /> Together with the residence, garage and other features, the total development area for the <br /> residence is 3,858 sf. The residence will be connected to electrical and cable by existing <br /> HELCO and Spectrum utility lines in the surrounding area, with potable water provided <br /> from an on-site water well. Wastewater would be treated by an approved individual <br /> wastewater system (IWS) located adjacent to the residence <br /> 2. Project Objective: The purpose of the project is to construct a single-family residence <br /> on the subject parcel for personal use. <br /> 3. Cost/Time of Project: The current estimated cost of the improvements is $625,000.00. <br /> The project would initiate after completion of the final design and the granting of all <br /> necessary permits. <br /> 4. Landowner: Douglas Kerr and Barbara Gleason. <br /> 5. Supportive Information: The applicant has submitted the attached in support of the <br /> request (Planning Department Exhibit 1 — SMA Use Permit Application dated <br /> October 20, 2022). <br /> -1- <br />
