County Launches Homelessness and Housing Support Grants Request for Proposals
The Office of Housing & Community Development (OHCD) announces that it has issued its
Request for Proposals (RFP) seeking applications for homelessness and housing support grants.
The funding opportunity may be applied towards projects that provide services, operations, and
programs addressing homelessness and housing.

“We strongly encourage organizations to identify how their work may fit into this RFP and to
submit a proposal”, Housing Administrator Susan Kunz said. “The RFP is the next step in our
ongoing efforts to help the most vulnerable in society, our unsheltered population. It will take all
of us working together – government and community – to generate sustained impact on the
complex and layered challenges of homelessness.”
In developing its RFP, OHCD sought to:
• prompt interest in applications covering a range of related projects;
• present a less-limiting, localized funding opportunity for service providers and agencies
to consider applying for a grant award;
• yield as broad a collection of proposals as possible;
• balance expansive yet focused objectives to build upon with future funding; and
• gain a sense of organizational capacity within the community.
Funding for the grants is made possible through Ordinance 22-26, which placed unprecedented
County investment towards the homelessness issues facing our island.
Proposals are due by 4:00 p.m. on Monday, December 19.
Informational sessions are scheduled for November 23, 2022, at 10:00 a.m. and November 29,
2022, at 1:30 p.m. Registration details may also be found on the RFP website.
