HomeMy WebLinkAbout2008-06-06 Planning Commission Minutes PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES JUNE 6, 2008 The Planning Commission met in regular session at 9:07 a.m. in the County of Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman Rodney Watanabe presiding. PRESENT: Rodney Watanabe ABSENT & EXCUSED: Andrew Iwashita C. Kimo Alameda Lani Bowman Takashi Domingo Shelly Ogata (from 9:26 a.m.) Alvin Rho Rene’ Siracusa Rell Woodward Ivan Torigoe, Deputy Corporation Counsel Christopher Yuen, Planning Director Norman Hayashi, Staff Planner Phyllis Fujimoto, Staff Planner Jeff Darrow, Staff Planner Maija Cottle, Staff Planner The Chair introduced the Commissioners and staff to members of the public. REZ 871 The Commission took this item up at 9:10 a.m. with STANLEY Y. MAEDA 4 people from the public in attendance. WAIAKEA, SOUTH HILO APPLICANT: STANLEY Y. MAEDA (REZ 871) Extension of time limits and related conditions of Change of Zone Ordinance No. 97-122, which rezoned approximately 12,900 square feet of land from a Single-Family Residential 10,000 square feet (RS-10) to a Neighborhood Commercial 10,000 square feet (CN-10) district. The property is located on the southwest corner of Kekuanaoa Street and Kalanikoa Street approximately 480 feet west of Kanoelehua Avenue in Waiakea Houselots, Waiakea, South Hilo, Hawaii, TMK: 2-2-37:16. Mr. Hayashi noted that the applicant’s representative, Ernest Medeiros, requested the hearing be continued to the next Hilo meeting because of their failure to notify the surrounding property owners of the hearing. REZ 08-000076 The Commission took this item up at 9:15 a.m. with FREDITAS UDANI 4 people from the public in attendance. WAIAKEA, SOUTH HILO APPLICANT: FREDITAS UDANI (REZ 08-000076) Change of zone for 9,886 square feet of land from a Single-Family Residential 10,000 square feet (RS-10) to a General Commercial 10,000 square feet (CG-10) district. The property is located on the southwest corner of the Kilauea Avenue-Lanikaula Street intersection, Waiakea, South Hilo, Hawaii, TMK: 2-2-25:11. (SEE EXHIBIT A) RECESSED The Chair called a short recess at 10:45 a.m. RECONVENED The meeting reconvended at 11:07 a.m. PUNA COMMUNITY The Commission took this item up at 11:07 a.m. to allow DEVELOPMENT PLAN the Kanaka Council to present testimony as they had another meeting to attend in the afternoon. PUNA COMMUNITY DEVELOPMENT PLAN Review of the draft Puna Community Development Plan submitted by the Puna Community Development Plan Steering Committee and its Consultant, PlanPacific, Inc. (SEE EXHIBIT B, PAGES 1 TO 9) SPP 08-000053 The Commission took this item up at 11:35 a.m. CARNOR J. SUMIDA with approximately 15 people from the public in attendance. KEAAU, PUNA APPLICANT: CARNOR J. SUMIDA (SPP 08-000053) Special Permit to allow the establishment of a baseyard for trucks and trailers on 0.9 acre of land situated within the State Land Use Agricultural District. The property is located between rd Highway 130 (Keaau – Pahoa Road) and 33 Avenue, Hawaiian Paradise Park Subdivision, Keaau, Puna, Hawaii TMK: 1-5-16:72. (SEE EXHIBIT C) RECESSED The Chair called a recess at 3:49 p.m. RECONVENED The meeting reconvened at 4:12 p.m. 2 PUNA COMMUNITY The Commission again took this item up at 4:12 p.m. DEVELOPMENT PLAN with approximately `20 people from the public in attendance. PUNA COMMUNITY DEVELOPMENT PLAN Review of the draft Puna Community Development Plan submitted by the Puna Community Development Plan Steering Committee and its Consultant, PlanPacific, Inc. (SEE EXHIBIT B, PAGES 9 TO 58) MINUTES The Board took up the following minutes at this time, 7:11 p.m. May 8, 2008 – It was moved by Commissioner Alameda and seconded by Commissioner Woodward that the minutes be approved as circulated. Motion was unanimously carried by a voice vote of all Commissioners in attendance. ADMINISTRATIVE Mr. Torigoe had nothing new to report. MATTERS June 20, 2008 Meeting – It was noted the Chair and Commissioners Siracusa and Iwashita will not be attending this meeting. Second Vice-Chair – The Chair appointed Commissioner Woodward to replace Commissioner Rho as second Vice-Chair upon Mr. Rho’s resignation. ADJOURNMENT There being no further business the Chair declared the meeting adjourned at 7:13 p.m. Respectfully submitted, Sharon M.
