The Planning Commission met for a site inspection at 1:00 p.mregarding the application of JOHN T. AND MARY K. SULLIVAN (SMAA 06-000201), Kapoho Vacationland Subdivision, Kapoho, Puna, Hawaii, and at its regular meeting at 3:30 p.m. in the Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii with Chairman Rodney Watanabe presiding. PRESENT: Rodney Watanabe ABSENT & EXCUSED: C. Kimo Alameda Lani Bowman Andrew Iwashita Takashi Domingo Shelly Ogata Alvin Rho Rene’ Siracusa Rell Woodward Ivan Torigoe, Deputy Corporation Counsel Jeff Darrow, Staff Planner Maija Cottle, Staff Planner Thomas Yeh, Esq. representing the Petitioners Mary Sullivan, Petitioner And approximately 8 people from the public in attendance. The Commissioners met on Wai Opae Road fronting the subject property at 1:00 p.m. Mr. Darrow pointed out the boundaries of the subject property and gave an orientation of the subject and surrounding properties on the site plan. He then briefly described the project. The Commissioners viewed the 14 shoreline survey markings in the area ranging from 29 to 46.3 feet which was done for the Community Association for the Wai Opae Road. The Commissioners then walked onto the subject property where the applicant pointed out the ponds in the area and the proposed location for the house pad. The Commissioners then walked back onto Wai Opae Road where Mr. Darrow pointed out the location of the port-a-potty mentioned in the application. Facing mauka on the left corner of the property on Wai Opae Road, Mr. Yeh explained their poster to the Commission which included a map of the area, photographs of a 3.2-foot high tide taken on June 4, 2008, pictures of homes built in the area, and grade comparisons of Lot 21 vs. Lot 36. The site inspection concluded at 1:45 p.m. RECESSED The Chair recessed the meeting at this time, 1:45 p.m. RECONVENED The meeting reconvened at 3:30 p.m. in the Aupuni Center Conference Room and took up the subject application. APPLICANT: JOHN T. AND MARY K. SULLIVAN (SMAA 06-000201) Review of the Planning Director’s decision in determining that the Special Management Area Assessment Application to allow the construction of a single-family dwelling and related improvements was deemed incomplete. The property is located along the northeast (mauka) side of Wai Opae Road within the Kapoho Vacationland Subdivision, Kapoho, Puna, Hawaii, TMK: 1-4-68:36.
