PLANNING COMMISSION

MINUTES
SEPTEMBER 7, 2007
The Planning Commission met in regular session at 9:11 a.m. in the County of Hawaii,
Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman
William R. Graham presiding.

ENVISION The Commission took this item up at 9:11 a.m. with
DOWNTOWN approximately 16 people from the public in attendance.

ENVISION DOWNTOWN HILO
Presentation by The EnVision Downtown Hilo 2025 (EDH 2025) VisionKeepers
on their first Annual Report covering the period from January 2006-June 2007. The
Annual Report summarizes the first 1-1/2 years of the VisionKeepers accomplishments
for the EnVision Downtown Hilo 2025: Community-based Vision and Living Action
Plan for Downtown Hilo. The EDH 2025 Plan was adopted by County Council
Resolution 192-05 on November 22, 2005.

SPP 07-000045 The Commission took this item up at 9:42 a.m. with
JIEYU SHEPARD approximately 13 people from the public in attendance.

Special Permit to allow the use of an existing agricultural warehouse building for storage
of tile, cabinets and home furnishing on approximately 1,000 square feet of land in the
State Land Use Agricultural district. The property is located in the Onomea Bay Ranch
Subdivision, mauka of the Hawaii Belt Road approximately .3 miles north of the 8 mile
marker, Mokuohiki, South Hilo, Hawaii, TMK: 2-7-39: 1.

The property is located in the Hawaiian Ocean View Estates Subdivision on the
northeasterly side of the Hawaii Belt Road, southwest of Lehua Lane at Kahuku,
Kau, Hawaii, TMK: 9-2-93: 39.

MINUTES The Commission took up the following minutes at this
time, 11:47 a.m.
July 6, 2007 – It was moved by Commissioner Siracusa and seconded by Commissioner
Domingo that the minutes be approved. Motion was unanimously carried by a voice vote
of all Commissioners in attendance.

July 20, 2007 – It was moved by Commissioner Siracusa and seconded by Commissioner
Iwashita that the minutes be approved as circulated. Motion was unanimously carried by
a voice vote of all Commissioners in attendance.
ADMINISTRATIVE There were no administrative matters taken up.
MATTERS
ANNOUNCEMENTS Ms. Nomura reminded the Commissions of the HCPO
Conference set for September 26-28, 2007 at the Hapuna
Prince.
ADJOURNMENT There being no further business, the Chair declared the
meeting adjourned at 11:49 a.m.
