HomeMy WebLinkAbout2007-09-07 Planning Commission Minutes PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES SEPTEMBER 7, 2007 The Planning Commission met in regular session at 9:11 a.m. in the County of Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman William R. Graham presiding. PRESENT: William R. Graham ABSENT & EXCUSED: C. Kimo Alameda Takashi Domingo Alvin Rho Andrew Iwashita Shelly Ogata Rene’ Siracusa Rodney Watanabe Rell Woodward Ivan Torigoe, Deputy Corporation Counsel Christopher Yuen, Planning Director Jeff Darrow, Staff Planner All those testifying were duly sworn in. ENVISION The Commission took this item up at 9:11 a.m. with DOWNTOWN approximately 16 people from the public in attendance. HILO ENVISION DOWNTOWN HILO Presentation by The EnVision Downtown Hilo 2025 (EDH 2025) VisionKeepers on their first Annual Report covering the period from January 2006-June 2007. The Annual Report summarizes the first 1-1/2 years of the VisionKeepers accomplishments for the EnVision Downtown Hilo 2025: Community-based Vision and Living Action Plan for Downtown Hilo. The EDH 2025 Plan was adopted by County Council Resolution 192-05 on November 22, 2005. (SEE EXHIBIT A) SPP 07-000045 The Commission took this item up at 9:42 a.m. with JIEYU SHEPARD approximately 13 people from the public in attendance. MOKUOHIKI, SOUTH HILO 1 APPLICANT: JIEYU SHEPARD (SPP 07-000045) Special Permit to allow the use of an existing agricultural warehouse building for storage of tile, cabinets and home furnishing on approximately 1,000 square feet of land in the State Land Use Agricultural district. The property is located in the Onomea Bay Ranch Subdivision, mauka of the Hawaii Belt Road approximately .3 miles north of the 8 mile marker, Mokuohiki, South Hilo, Hawaii, TMK: 2-7-39: 1. (SEE EXHIBIT B) RECESSED The Chair called a short recess at 11:08 a.m. RECONVENED The meeting reconvened at 11:25 a.m. SLU 07-000017/ The Commission took these items up simultaneously at REZ 07-000070 AND 11:25 a.m. (SLU 07-000016/ REZ 07-000069) WILLIAM C. FOULK KAHUKU, KAU APPLICANT: WILLIAM C. FOULK (SLU 07-000016/REZ 07-000069) a.State Land Use Boundary amendment for approximately one acre of land from an Agricultural to an Urban district. b.Change of Zone for approximately one acre of land from an Agricultural one-acre (A-1a) to a Village Commercial 40,000 square foot (CV-40) zoned district. The property is located in the Hawaiian Ocean View Estates Subdivision on the northeasterly side of the Hawaii Belt Road, southwest of Lehua Lane at Kahuku, Kau, Hawaii, TMK: 9-2-93: 39. APPLICANT: WILLIAM C. FOULK (SLU 07-000017/REZ 07-000070) c.State Land Use Boundary amendment for approximately 3 acres of land from an Agricultural to an Urban district. d.Change of Zone for approximately 3 acres of land from an Agricultural one-acre (A-1a) to a Village Commercial 40,000 square foot (CV-40) zoned district. The properties are located in the Hawaiian Ocean View Estates Subdivision on the northeasterly side of the Hawaii Belt Road, southwest of Lehua Lane at Kahuku, Kau, Hawaii, TMK: 9-2-93: 40, 41 and 42 (SEE EXHIBIT C) MINUTES The Commission took up the following minutes at this time, 11:47 a.m. July 6, 2007 – It was moved by Commissioner Siracusa and seconded by Commissioner Domingo that the minutes be approved. Motion was unanimously carried by a voice vote of all Commissioners in attendance. 2 July 20, 2007 – It was moved by Commissioner Siracusa and seconded by Commissioner Iwashita that the minutes be approved as circulated. Motion was unanimously carried by a voice vote of all Commissioners in attendance. ADMINISTRATIVE There were no administrative matters taken up. MATTERS ANNOUNCEMENTS Ms. Nomura reminded the Commissions of the HCPO Conference set for September 26-28, 2007 at the Hapuna Prince.
