A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO VIBRANT HAWAII
TO ASSIST WITH EXPENSES RELATING TO THE 27th ANNUAL KWXX
O`OLAULE`A.
WHEREAS, Vibrant Hawaii is a 501(c)(3)nonprofit organization that brings
community-based organizations, government, foundations, and businesses together to build
awareness and implement strategies that are developed and resourced by the community; and
WHEREAS, KWXX FM is a radio station that is hosting its 27th Annual KWXX
Ho`olaule`a on January 28, 2023, in downtown Hilo; and
WHEREAS, Vibrant Hawaii is working with KWXX FM to increase awareness of the
culture and history of Hawaii Island by presenting the annual KWXX Ho`olaule`a, a free block
parry featuring live contemporary and traditional music and hula in downtown Hilo; and
WHEREAS, the annual KWXX Ho`olaule`a is a drug-free and alcohol-free family-
friendly event with numerous stages and entertainers positioned around downtown Hilo that
attracts residents from around the island; and
WHEREAS, Vibrant Hawaii is requesting funds for security, clean-up expenses, and
traffic safety signage; and
WHEREAS,the Department of Liquor Control supports organizations that provide
compliance to liquor laws at drug-free and alcohol-free events; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 3 will be appropriated to the Department of
Liquor Control to provide a grant to Vibrant Hawaii to assist with expenses for the 27'Annual
KWXX Ho`olaule`a.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
