Request for time extensions to Condition D (Final Plan Approval) and Condition E (Commence
Construction) of Ordinance No. 95 118, which rezoned lands from Unplanned (U) and Double-
Family Residential – 3,750 square feet (RD-.3.75) to Multiple-Family Residential – 2,500 square
feet (RM-2.5) and Village Commercial – 7,500 square feet (CV-7.5), respectively. The area
involved is located along the north side of Hualalai Road and adjacent to the Aloha Kona

SMA 06-000012The Commission took this item up at 11:50 a.m. with
KONA COUNTRY approximately 8 people from the public in attendance.

Special Management Area (SMA) Use Permit to allow the renovation and expansion of the
existing Kona Country Club golf clubhouse and restaurant facility. The property is located along
the makai side of Alii Highway, Keauhou-Kona, Keauhou, North Kona, Hawaii, TMK: 7-8-
10:36.
Mr. Hayashi oriented the Commission and members of the public of the subject and surrounding
properties on the location map and site plan, summarized the request and noted the Planning
Director recommended approval of the application with conditions.
The applicant’s representatives, Sidney Fuke and Peggy Ciriako, were in attendance.
Mr. Fuke stated the staff’s background report and recommendation were acceptable. He
explained that the proposed improvements were really designed to be two-fold, one to help better
service the two golf courses that currently operate in the area and, secondly, to allow the Kona
Country Club or Alii Country Club to be able to host more professional golf tournaments in the
area, such as an LPGA type of tournament in March of next year.
There was no one from the public wishing to testify on this agenda item.

It was moved by Commissioner Salavea and seconded by Commissioner Galdones that the
application be approved as recommended by the Planning Director. A roll call vote was taken
and motion carried with six ayes (Salavea, Galdones, Graham, Iwashita, Rho, and Watanabe) and
three absent and excused (Alameda, McCall and Siracusa).

WAIKOLOA BAPTIST CHURCH (USE PERMIT NO. 99)
APPLICANT:
Amendment to Condition No. 4 (time to secure Final Plan Approval) and Condition No. 5 (time
to complete construction) of Use Permit No. 99, which allowed the establishment of a church,
day care facilities, mission residences, recreational area and related improvements on 12.381
acres of land situated within the County's Single Family Residential-10,000 square foot (RS-10)
zoned district. The property is located within Waikoloa Village at the northwest corner of the
Paniolo Drive and Puu-Nui Street intersection, Waikoloa, South Kohala, Hawaii, TMK: 6-8-
2:31.
Mr. Darrow oriented the Commission and members of the public of the subject and surrounding
properties on the location map and site plan, summarized the request and noted the Planning
Director recommended approval of the application with conditions, as amended.
The applicant’s representatives, Paul Bleck and Emerson Wiles, were in attendance.

Mr. Bleck said after discussing the matter with the members of the church, they have agreed with
all of the proposed conditions.
Upon Commissioner Salavea’s inquiry, Mr. Wiles said their intent is to proceed expeditiously
with the completion of the project because of the need in the community.
Norman Manson’s written comment on the Commission’s sign-up sheet in support of the project
was read into the record by Mr. Darrow.
Richard Pound, member of the Waikoloa Baptist Church, noted 20 years ago Missionary Russell
Morris embarked on his dream for the church to serve the needs of the community, noting the
Waikoloa area has grown tremendously over the years.
It was moved by Commissioner Salavea and seconded by Commissioner Iwashita that the
request to amend Conditions 4 and 5, along with the deletion of Condition 12, of Use Permit No.
99 be approved as recommended by the Planning Director. A roll call vote was taken and
motion carried with six ayes (Salavea, Iwashita, Galdones, Graham, Rho, and Watanabe) and
three absent and excused (Alameda, McCall and Siracusa).
SPP 06-000028The Commission took this item up at 3:45 p.m. with
VICKIE L. CROSBY approximately 13 people from the public in attendance.

Special Permit to allow the establishment of a primary health care clinic within an existing single
family dwelling on approximately 1 acre of land situated within the State Land Use Agricultural
District. The property is located along the north side of Aloha Boulevard, approximately 385
feet northeast of the Aloha Boulevard – Iolani Lane intersection, Hawaiian Ocean View Estates
Subdivision, Kahuku, Ka’u, Hawaii, TMK: 9-2-17: portion of 9.
Mr. Darrow oriented the Commission and members of the public of the subject and surrounding
properties on the location map and site plan, summarized the request and noted the Planning
Director recommended approval of the application with conditions.
The applicant Vickie L. Crosby, her husband Rick Crosby, and her attorney Steven Lim were in
attendance.
Mr. Lim spoke of the need for such a facility in the area, noting 300 signatures of support were
submitted into the record. He explained that they currently meet Department of Health standards
and that Phase 2 will trigger a review by that agency but that they will comply with whatever
requirements are imposed. He added that they are in agreement with the proposed condition to
install an additional 10,000-gallon reservoir to comply with fire-flow requirements meeting with
the approval of the Fire Department.

There was a short discussion on Mr. Lim’s request to amend Condition 3 to allow a licensed
physician to dispense narcotic drugs while the clinic is open. In response to Commission’s
concern, Mr. Lim clarified that the drugs will not be stored at the clinic. Director Yuen
suggested the wording to amend the condition.
Upon Commissioner Graham’s comment, Mr. Darrow agree that on page 3, subsection (B)
should include the word “not” between the words “would” and “adversely.”
For Commissioner Salavea’s information, Ms. Crosby explained that she is licensed with the
State of Hawaii and also certified by National Board of American Academy of Nurse
Practitioners as a family nurse practitioner. She said she has been trained to do basic family
health care, which includes such chronic problems like diabetes, hypertension, asthma, and
noting she also does well checks for men, women and children. She added that if problems arise
where more in-depth examinations are required, she refers her patients to a medical doctor in
Kealakekua.
There was no one from the public wishing to testify on this agenda item.
It was moved by Commissioner Salavea and seconded by Commissioner Graham that the request
be approved as recommended by the Planning Director with page 3, subsection (B), first
sentence of the recommendation amended to read, “The desired use would not adversely affect
surrounding properties;” and Condition 3 amended to read, “The clinic shall not allow patients to
stay overnight and there shall be no narcotic drugs stored at the clinic, or dispensed at the clinic
except by a licensed physician.” A roll call vote was taken and motion carried with six ayes
(Salavea, Graham, Galdones, Iwashita, Rho and Watanabe) and three absent and excused
(Alameda, McCall and Siracusa).
USE 06-000004The Commission took this item up at 4:05 p.m. with

Use Permit to allow cremation within a mortuary facility on property zoned Village Commercial
(CV). The property (former 7-11 Store) is located along the east side of Kuakini Highway,
approximately 100 feet northwest of the Kuakini Highway - Hualalai Road intersection,
Honuaula, Kailua Village, North Kona, Hawaii, TMK: 7-5-22:3.

May 26, 2006 – It was moved by Commissioner Salavea and seconded by Iwashita that the
minutes be approved as circulated, with a correction to the first word on page 22 of the Royal

Alii hearing transcript to read, “WATANABE”. Motion was unanimously carried by a voice
vote of all Commissioners in attendance.
ADMINISTRATIVE The following were discussed under administrative
MATTERSmatters:
Status of appeals filed on Planning Commission decisions - Corporation Counsel – Mr. Torigoe
reported that Circuit Court appeal of Daniel Ibbetson on Special Permit 05-015 was heard by
Judge Elizabeth Strance this past Monday who took everything under advisement.
ANNOUNCEMENTSThe following announcement was made at this time:
Next Meeting – Mr. Hayashi announced the next meeting is scheduled for August 4, 2006 in
Hilo.
HCPO Conference – Mr. Hayashi reported that the Conference is from October 3-5, 2006 on
Oahu and suggested the Commission make their hotel reservations as soon as possible at either
the Pagoda or Ala Moana.
ADJOURNMENT There being no further business, at 6:25 p.m., it was moved by
Iwashita and seconded by Salavea that the meeting be adjourned.
Motion was unanimously covered by a voice vote of all Commissioners in attendance.
